HomeMy WebLinkAbout011921_ca03JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS CONSENT AGENDA REQUEST TO: Board of County Commissioners Philip Morley, County Administrator FROM: Mark McCauley, Central Servi irector DATE: January 19, 2021 SUBJECT: Request for Board of County Commissioners approval of Amendment No. 1 to the 2020-2022 Community Services Grant Agreement with the Gardiner Community Center Board for managing the Gardiner Community Center STATEMENT OF ISSUE: Jefferson County has contracted annually with the Gardiner Community Center Board for a number of years to manage the Gardiner Community Center. Because of the Covid-19 pandemic and the closure of the county's community centers the Gardiner Community Center Board had nearly exhausted the fund balance it had carefully built up over the years. They need an infusion of funds to continue operating the community center. Absent the infusion it is possible the group could disband leaving the community center with no management structure. This would require the community center to be mothballed until another group could be recruited to manage it. Any follow-on group would also need funding to stand up. ANALYSIS: The Gardiner Community Center Board has asked for a one-time infusion of funding in 2021 in the amount of $11,000, They believe this will restore their fund balance and allow them to maintain the community center as a viable community asset through the end of the pandemic. The attached Amendment No.l to the original 2020-2022 Community Services Grant Agreement amends the agreement to provide for the one- time infusion of $11,000 in 2021. FISCAL IMPACT: The fiscal impact of this request is $11,000. We will submit a supplemental budget request in the 1st quarter of 2021 to fund this payment. RECOMMENDATION: That the Board of County Commissioners approve the attached Amendment No. 1 to the Community Services Grant Agreement with the Gardiner Community Center Board for managing the Gardiner Community Center. REVIEWED BY: .r Phi p-Morley, C(*iity dminis rator Date Amendment No. 1 to the 2020-2022 Community Services Grant Agreement Between the Gardener Community Center Board and Jefferson County for Managing Jefferson County's Gardiner Community Center This Amendment No. 1 to the 2020-2022 Community Services Grant Agreement is made and entered into by and between the Gardiner Community Center Board ("Grantee") and Jefferson County, a political subdivision under the laws of the State of Washington ("County"), (collectively 'Parties") for managing Jefferson County's Gardiner Community Center. WHEREAS, the Parties want to amend the Community Services Grant Agreement entered into between them; NOW, THEREFORE, the Parties agree as, follows: 1. Purliose. The purpose of this Amendment is to revise the grant dollar amount for 2021 as provided for in the original 2020-2022 Community Services Grant Agreement. All other terms of the 2020-2022 Community Services Grant Agreement between the Parties remain unchanged, except as modified in this Amendment. The second sub -section of SECTION 2.13. which currently reads: "Said grant amount for 2020 is $3,486, for 2021 is $3,660 and for 2022 is $3,843. Annual payments will be made the first quarter of each year, increasing 5% in 2021 and 2022, based on the County's quarterly billing cycle." Is amended to add this additional sentence: "In addition to the $3,660 annual grant amount for 2021 an additional one-time amount of $11,000 will be provided to partially mitigate the economic impact of the COVID- 19 pandemic on the revenues and expenditures of the Gardiner Community Center in 2020 and 2021, and to enable the Gardiner Community Center Board to continue to operate the Gardiner Community Center."
