HomeMy WebLinkAbout011921_ca08January 12, 2021 Consent Agenda Public He 615 Sheridan Street Port Townsend, WA 98368 www.JeffersonCountyPublicHealth.org JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners Philip Morley, County Administrator FROM: Pinky Mingo, Environmental Health and Water Quality Director Tami Pokorny, Natural Resources Program Coordinator DATE: January 19, 2021 SUBJECT: Request to appoint Eileen Cooney to serve a 2-year term on the North Pacific Coast Marine Resources Committee (NPC MRC) as a Jefferson County Citizen Representative in the category of "Economic Groups" STATEMENT OF ISSUE: Public Health requests that the County Commissioners appoint Eileen Cooney to serve a 2-year term on the North Pacific Coast Marine Resources Committee as a Jefferson County citizen representative in the category of "Economic Groups". ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S: A vacancy on the NPC MRC, for a citizen volunteer to represent "Economic Groups", was advertised in the Peninsula Daily News on December 20, 2020. Ms. Cooney expressed interest by the January 7', 2021 deadline. She was the only applicant. On January 1 lth, NPC MRC members Jill Silver (Conservation/Environmental Groups), Julie Ann Koehlinger (Hoh Tribe), and Tami Pokorny (Jefferson County) interviewed Ms. Cooney, and they recommend her highly. Ms. Cooney has a law degree (J.D.) from the Seattle University School of Law, and a Masters of Law (LL.M.) in Law and Marine affairs from the University of Washington. She worked for a private law firm in Seattle representing commercial fishermen prior to a career with the National Oceanic and Atmospheric Administration (NOAA) in the Los Angeles, Washington, D.C., and Juneau offices. She then spent twenty years at NOAA's Northwest Regional Counsel in Seattle, retiring about ten years ago. There, she worked on fisheries management, marine mammal protection, international fisheries treaties, endangered species protection, civil enforcement of violations of marine resource laws, Indian treaty fishing rights, and litigation over NOAA's actions. Ms. Cooney now volunteers as a steward for Jefferson Land Trust at Quimper West Reserve and participates in Washington Sea Grant's Invasive European Green Crab Team, which monitors the Kala Point Lagoon monthly. FISCAL IMPACT/COST BENEFIT ANALYSIS: There is no fiscal impact to the county's General Fund for appointing Ms. Cooney to a first 2-year term on the NPC MRC.
