Subject: Request a Public Hearing for Paradise Bay and Oak Bay Roads Speed
Limit Change
Statement of Issue:
The Public Works department was provided a Port Ludlow homeowners committee request
for a stop sign warrant study and four other traffic change requests including lowering the
speed limits through Port Ludlow Village. A 2020 traffic study completed by Public Works
corroborated the request to lower speed limits on segments of Paradise Bay Road and Oak
Bay Road due to land use, demographics, operating and road characteristics (see attached
exhibit). Based upon the results of this study, Public Works would like to proceed with
making the recommended speed limit revisions.
Analysis / Strategic Goals / Pros Et Cons:
RCW 46.61.400 establishes the maximum speed limit on all Jefferson County's roads at 50
miles per hour, except as otherwise provided by County resolution per WAC 308-330-270.
Speed limits on Jefferson County Roads are listed in Exhibit A of the Jefferson County
Code, Chapter 10.05, Model Traffic Ordinance. Any revisions to Exhibit A shall be adopted
by resolution after completing a traffic engineering investigation, public notice, and a
public hearing. The resolution revising Exhibit A would repeal and replace the previously
adopted version (Resolution 59-18).
Fiscal Impact / Cost-Benefit Analysis:
Nominal costs for conducting a public hearing and revising signage.
Recommendation:
Staff recommends approval of the public hearing notice to update Exhibit A of the Model
Traffic Ordinance -JCC 10.05.040 with revised speed limits for Paradise bay Road and Oak
Bay Road within Port Ludlow Village.

PROPOSED SPEED LIMIT CHANGE FOR PARADISE BAY and OAK BAY ROADS
NOTICE IS HEREBY GIVEN that a public hearing is scheduled by the Jefferson County Board of
Commissioners on Monday, February 8, at 11:00 AM in the Commissioners' Chambers at the
County Courthouse, 1820 Jefferson Street, Port Townsend, WA, for the purpose of receiving written
and verbal testimony about changing speed limits in Port Ludlow Village. The traffic engineer's
report is available at https://cojefferson.wa.us/443/Transportation-Planning. Written public
comments on the proposal will be accepted any time up through the close of the public hearing,
addressed to the BoCC at P. O. Box 1220, Port Townsend, WA 98368 or by email at
jeffbocc@,co.jefferson.wa.us. Per the May 29, 2020 Jefferson County Public Health Officer Order,

During field verifications of proposed changes, the following roadway segments were discovered
to have discrepancies with the current postings. The Exhibit A milepost numbers do not match up
with field verified sign locations. The signs are in the correct locations to make an administrative
