HomeMy WebLinkAboutDraft JC CROP 12.10.2012/10/20 Draft – Staff Recommendation Jefferson County Department of Public Works Recycling Contamination Reduction and Outreach Plan (CROP) The goal of the CROP is to reduce contamination of the materials in single-family, multi-family, drop box, and commercial recycling programs operating in Jefferson County. This, in turn, helps Jefferson County Department of Public Works more fully realize the economic, environmental, and public health benefits of these programs. The CROP does not specifically include strategies to reduce contamination of other material streams such as organics or construction and demolition debris. However, many of the same strategies apply to these streams and may be included in future CROP updates. The CROP meets the requirement in RCW 70A.205.045(10) that counties with a population of more than 25,000, and cities within these counties with independent Solid Waste Management Plans (SWMP), include a CROP in their SWMP by July 1, 2021. Additionally, Jefferson County will use the CROP development process to add the value of greenhouse gas reduction to the list of recyclable material designation criteria found in the Solid Waste Management Plan. Background The service agreement for recycling services with a private sector contractor has been extended beyond its original term to provide time to develop a Request for Proposals (RFP). The RFP process is a critical element of the CROP since it may alter the current recycling program and, by extension, the contamination rate. Analysis of the current program will inform the RFP and provide baseline data by which to measure changes to the contamination rate brought about by program revisions under a new recycling services agreement. The Jefferson County Solid Waste Advisory Committee (SWAC) is a broad stakeholder group that includes representation from: citizens; the solid waste and recycling industry; the City of Port Townsend; Jefferson County Board of County Commissioners; and the Department of Ecology. The seven action steps below include SWAC engagement at each decision making point along the timeline and are aligned with the goals of the Solid Waste Management Plan. 12/10/20 Draft – Staff Recommendation Action Steps and Timeline Step Completion Date Action Item Step 1 Q1 2021 Review recycling program analysis with the Solid Waste Advisory Committee.
