Oil City Road Engineering Assessment x
IT IS HEREBY RESOLVED that Oil City Road, County Road No. 134309, from M.P. 8.5 to
M.P. 10.0, be improved as follows:
Funded by a Federal Lands Access Program (FLAP) grant, Western Federal Lands Highway
Division will conduct an engineering assessment to determine environmentally sound
alternatives to protect and to stabilize the banks of the Hoh River adjacent to Oil City Road
reducing the need for emergency repairs. Jefferson County Public Works will pursue future
FLAP funding for projects identified in the engineering assessment.
This project is hereby declared to be a public necessity and the County Road Engineer is hereby ordered
and authorized to report and proceed thereon as by law provided.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purposes shown:

The project is hereby made a part of the officially adopted annual road program in accordance
with R.C.W. 36.81.130.
IT IS FURTHER RESOLVED that:
The construction is to be accomplished by contract in accordance with R.C.W. 36.77.020 et. seq.
The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065
and W.A.C. 136.18.

Subject: Resolution to Create County Project
Oil City Road Engineering Assessment
County Road No. 134309
Statement of Issue: Create a county project known as the Oil City Road Engineering
Assessment.
Analysis/Strategic Goals/Pro's Et Con's: In 2016 Jefferson County Public Works
successfully applied to the Federal Lands Access Program (FLAP) for a grant to conduct
an Engineering Assessment of Oil City Road milepost 8.5 to milepost 10.0. Funded by
this grant, the Western Federal Lands Highway Division (WFLHD) will conduct an
engineering assessment to determine environmentally sound alternatives to protect and
to stabilize the banks of the Hoh River adjacent to Oil City Road, reducing the need for
emergency repairs. WFLHD intends to begin the assessment in 2021.
Fiscal Impact/Cost Benefit Analysis: The total cost for WFLHD's work is estimated at
$255,375, which will be funded at 100% by the FLAP grant and toll credits Jefferson
County will contribute an estimated $10,000 in staff time for coordination with WFLHD,
which will be funded by the Road Fund.
Recommendation: The Board is requested to sign one original of the Resolution to
Create County Project.
