MINUTES
Jefferson County Board of Commissioners
Regular Meeting —January 19, 2021, 9:00 a.m.
Jefferson County Courthouse — Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to
order at the appointed time. The Commissioners took a few moments to comment on Martin Luther
King Jr. Day.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:
• Four comments regarding the decriminalization of entheogens.
• Six comments regarding the banning of nuclear weapons.
• Comment regarding the County's Comprehensive Plan.
The Commissioners addressed comments and concerns raised during the Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Eisenhour moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton
seconded the motion which carried by a unanimous vote.
1. RESOLUTION NO.06-21 re: Imposing Emergency Load Limits on County Roads
2. RESOLUTION NO.07-21 re: Inactivating Fund 628 — Section 125 Fund
3. AGREEMENT, Amendment No. 1 re: Management of the Gardiner Community Center; In the
Amount of $11,000; Jefferson County Central Services; Gardiner Community Center Board of
Directors
4. DELEGATION OF SIGNATURE AUTHORITY re: Authorize the County Administrator to
Execute an Annual Agreement for Virtual Meeting Platform; In the Amount of $7,197.90;
ZOOM Video Communications, Inc.
5. ADVISORY BOARD RESIGNATION re: Peninsula Housing Authority; Brian Richardson
6. ADVISORY BOARD REAPPOINTMENTS (2) re: Lodging Tax Advisory Committee
(LTAC); Three (3) Year Terms to Expire August 15 and 21, 2023 Respectively; 1) Representing
Port Ludlow Associates, Diana Smeland; and 2) Representing Kalaloch Lodge, Joe Alfano

11. Payment of Jefferson County Vouchers/Warrants Dated December 26, 2020 Totaling
$761,733.83 and Dated December 27, 2020 Totaling $1,238,298.40 (Records of all claims submitted
for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained
by the Jefferson County Auditor and Public Works Department.)
12. Payment of Jefferson County Payroll A/P Warrants Done by Payroll Dated December 30,
2020 Totaling $141,582.47 (Records of all claims submitted for payment along with A/P Warrants approved
by the Payroll Services Manager are retained in the Jefferson County Auditor's Office)
PROCLAMATION re: Proclaiming January 23, 2021 as Women's March Day:
After the Commissioners read the proclamation aloud, Commissioner Brotherton moved to approve the
proclamation. Commissioner Eisenhour seconded the motion which carried by a unanimous vote.
PROCLAMATION re: Designate January 22, 2021 for Celebrating the United
Nations Treaty on the Prohibition of Nuclear Weapons: After the Commissioners read the
proclamation aloud, Commissioner Eisenhour moved to approve the proclamation. Commissioner
Brotherton seconded the motion which carried by a unanimous vote.
COMMISSIONERS' BRIEFING SESSION: The Commissioners addressed a request
to honor the lives lost due to COVID-19 and agreed to gather more information and discuss later in the
meeting.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
The meeting was recessed at 10:28 a.m. and reconvened at 10:31 a.m. with all three
Commissioners present.
HEARING re: Emergency Supplemental 2020 Budget Appropriation/Extension for
Public Health's Land Acquisitions Fund — Fund 129: Central Services Director Mark McCauley
explained that the Public Health Department requested an emergency appropriation to their 2020 Land
Acquisitions Fund — Fund 129, and that per RCW 36.40.140 the Commissioners must hold a public
hearing regarding the proposed budget changes. The request is budget neutral with $10,386 in both
revenue and expenditure. Chair Dean opened the hearing for public testimony. Hearing no comments,
Chair Dean closed the public hearing. After discussion, Commissioner Brotherton moved to approve
RESOLUTION NO.08-21 re: Emergency 2020 Supplemental Budget Appropriation for Fund 129 —
Land Acquisitions Fund. Commissioner Eisenhour seconded the motion which carried by a unanimous
vote.

ADDITIONAL BUSINESS: MOTION re: Ringing of the Courthouse Clocktower
Bell to Honor Jefferson County Residents Who Have Died as a Result of the COVID-19
Pandemic: The Commissioners continued addressing a request to honor the lives lost due to COVID-
19. After discussion, Commissioner Eisenhour moved to ring the bell twice in honor of Jefferson County
residents who have died as a result of the COVID-19 pandemic at 2:30 p.m., and to mourn with the
nation in a nationwide ringing of the bells at 5:30 p.m. Eastern time. Commissioner Brotherton seconded
the motion which carried by a unanimous vote.
EXECUTIVE SESSION: An Executive Session was scheduled from 10:45 a.m. to
11:05 a.m. Chair Dean announced that the Executive Session will be held from 10:45 a.m. to 11:05 a.m.
with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney -Client
Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public
Meetings Act. The Board resumed the regular meeting at 11:06 a.m. Chair Dean announced that the
Board will be extending the Executive Session from 11:07 a.m. to 11:12 a.m. The Board concluded the
Executive Session and resumed the regular meeting at 11:13 a.m.
Commissioner Brotherton moved to authorize the Prosecuting Attorney's Office to enter into a contract
substantially as presented with the cyber security law firm that is recommended by our insurance carrier
to assist with the events of the Scarantino lawsuit. Commissioner Eisenhour seconded the motion which
carried by a unanimous vote.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• SB 1590 Affordable Housing Funds
• Hendricks Street Project
• Quarterly Elected Officials and Department Supervisors; upcoming meeting
• Zoom licenses
• Intergovernmental Collaborative Group (ICG); upcoming meeting
• Implicit Bias Training
• Washington State Auditor's Office; subrecipient grant agreements
• Noxious Weed Control Board; request to meet
• JeffCOM; new. Executive Director
• Jail Interlocal Agreement (ILA); extension request
• Review of upcoming meetings and agenda items
• Regionalization of Public Health Departments
The meeting was recessed at 11:52 a.m. and reconvened at 3:00 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION - Continued: County
Administrator Philip Morley reviewed the following with the Board.
• Open Public Meetings Act; guidelines
• Women's March
• Naval Special Operations: The Board discussed sending a comment letter to the Navy regarding
a proposed mitigated determination of non -significance for continued Naval Operations training

in Western Washington. After discussion, Commissioner Eisenhour moved that the Board of
County Commissioners (BOCC) draft a letter to the Navy emphasizing concerns about their
proposal to operate on 28 State Parks, many in our County, for Chair Dean to draft, and to
include comments received from the Marine Resources Committee. Commissioner Brotherton
asked for a friendly amendment to include giving authorization to the Chair to sign the letter, to
which Commissioner Eisenhour agreed. Commissioner Brother seconded the motion which
carried by a unanimous vote.
