HomeMy WebLinkAbout020121_ca02Department of Public Works O Regular Agenda Page 1 of 2 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Philip Morley, County Administrator From: Monte Reinders, P.E., Public Works Director/County Engineer Agenda Date: February 1, 2021 Subject: Extension of Bid Opening, Port Hadlock Water Reclamation Facility, Membrane Bioreactor Equipment Statement of Issue: Extend the Port Hadlock Water Reclamation Facility Construction Project Procurement for Membrane Bioreactor Equipment bid opening from February 8, 2021 at 10:30 a.m. or shortly thereafter until February 22, 2021 at 10:30 a.m. or shortly thereafter for the Port Hadlock Water Reclamation Facility Membrane Bioreactor Equipment. Analysis/Strategic Goals/Pro's Et Con's: The Port Hadlock Wastewater System Value Engineering Review completed in May 2019 determined that significant initial cost savings could be realized by using a small, pre -packaged membrane bioreactor (MBR) and a pressurized collection system. This will allow the sewer to start small, just servicing the Port Hadlock "Core Area", and grow slowly as demand dictates. The 2020 Supplemental State Capital Budget included an appropriation of $1,422,000 for the final design of this project. Final design work is currently underway and will deliver plans, specifications, and cost estimates for the County and property owners. A complete design will position the project favorably for construction grants including possible infrastructure stimulus funding. The design work includes several components: 1) The wastewater treatment facility, 2) the collection system in the streets/roads, 3) the private on -site connections to residences and businesses, and 4) the discharge area where wastewater is allowed to rapidly infiltrate into the ground. To complete the design work related to the wastewater treatment plant (design element #1), it is necessary to identify the MBR plant manufacturer and obtain costs for this equipment as well as more detailed information on likely operating costs. Several companies offer modular membrane bioreactor (MBR) treatment plants of various sizes and configurations that are delivered by truck ready to use at the site. These so called "package plants" are able to treat wastewater to a high standard in an affordable package that is scalable and expandable. Although funding for the acquisition and installation of this equipment has not yet been obtained, it is important to select the MBR supplier now in order to synchronize the Page 1 of 2 Department of Public Works O Regular Agenda Page 2 of 2 remainder of the project design with the treatment plant equipment. Awarding a bid now will enable the County's sewer design consultants to work closely with the successful Bidder's team to incorporate their equipment into the overall system design. This requested extension of bidding is to include an Addendum to the procurement documents that addresses a few technical questions we have received and to allow more time for prospective bidder's to submit bids. Fiscal Impact/Cost Benefit Analysis: This bid does not obligate the County to purchase the equipment. Purchase is subject to future availability of project construction funding from Local, State and Federal sources. This bid will lock in pricing for a 5-year purchasing window. Bidders are asked to include a price to work with the County's consulting engineers as part of the project design work effort currently underway. These up -front design costs will be covered by County funds through the Port Hadlock Sewer Fund. Recommendation: Please extend the bid opening to February 22, 2021 and set the time for 10:30 a.m. of shortly thereafter at which time the lowest apparent bidder (Bid Item 4: Total Contract Price) will be announced, subject to further Public Works analysis and investigation, including conducting a present worth analysis, of the bid submittals. The final determination of the lowest responsive, responsible bidder will be determined after this analysis and investigation has been completed. Department Contact: Monte Reinders x242 Reviewed By: Date Page 2 of 2 INVITATION TO BID Port Hadlock Water Reclamation Facility Construction Project Procurement: Membrane Bioreactor Equipment - Design, Fabrication, and Installation Services Extension of Bid Receipt Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive sealed bids up until the hour of 9:30 a.m. on February 22, 2021 at the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for procurement of Membrane Bioreactor Equipment — Design, Fabrication, and Installation Services. Sealed bids will be opened and read publicly at 10:30 a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse. Jefferson County intends to construct a water reclamation facility with a membrane bioreactor (MBR) system to achieve Class A effluent per the February 2019 Washington State Department of Ecology's Criteria for Sewage Works Design (Orange Book), and February 2019 Reclaimed Water Facilities Manual (Purple Book). The plant effluent will be reused to recharge groundwater through rapid rate infiltration and shall be Class A Reclaimed Water. This Invitation to Bid is for the supply of a prefabricated, modular membrane bioreactor system for this project, including ancillary equipment required for treatment and disinfection. The Port Hadlock Water Reclamation Facility will require an initial phase maximum monthly flow design capacity of 61,400 gallons per day (gpd); the startup maximum monthly flow is expected to be 48,000 gallons per day (gpd). The facility is anticipated to be expanded in phases to reach a maximum monthly flow design capacity of 283,400 gallons per day (gpd). Bids shall be submitted in accordance with the plans and specifications on file at the Department of Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by prospective bidders. Each bid shall be accompanied by a surety bond, postal money order, cash, cashier's check or certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within fifteen (15) days of the award. The Board of County Commissioners reserves the right to reject any and all bids, and to accept the bid deemed most advantageous to Jefferson County, and to waive all informalities in the bidding. The Jefferson County Department of Public Works in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252.42 U.S.C. 2000d to 2000d-4 hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.
