Chair Dean called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments submitted by individuals via email which reflect their personal opinions and which were read aloud by the County Administrator: • Comment regarding interpretation of patriotism, and shooting noise at the Jefferson County Sportsmens Association (JCSA). The Commissioners addressed the comments received during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to remove the Hearing Notice re: Proposed Speed Limit Reduction for Paradise Bay and Oak Bay Roads (Consent Agenda Item No. 2) and approve the remaining items on the Consent Agenda as presented. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. 3. 5. Payment of Jefferson County Payroll Warrants Dated January 20, 2021 Totaling $70,642.86 and A/P Warrants Done by Payroll Dated January 20, 2021 Totaling $19,482.49 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) DISCUSSION: HEARING NOTICE re: Proposed Speed Limit Reduction for Paradise Bay and Oak Bay Roads; Hearing Scheduled for Monday, February 8, 2021 at 11:00 a.m. in the Commissioners Chambers at the Jefferson County Courthouse,1820 Jefferson Street, Port Townsend, WA (Virtual Meeting): After a brief discussion, Commissioner Brotherton moved to approve the hearing notice with the addition of capacity for oral testimony. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended and reviewed their meeting schedules. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. DISCUSSION re: 2021 Lodging Tax Funding Recommendations from the Lodging Tax Advisory Committee (LTAC) Fund 125 Hotel/Motel: Commissioner Greg Brotherton reviewed the 2021 Lodging Tax funding recommendations approved by the LTAC Committee during a recent meeting. After discussion, Commissioner Brotherton moved to approve the 2021 LTAC recommendations that supplement the amounts already earmarked for 2021. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. The Commissioners agreed to discuss long- term strategy for lodging tax later in the meeting. The meeting was recessed at 10:45 a.m. and reconvened at 10:48 a.m. with all three Commissioners present. EXECUTIVE SESSION: An Executive Session was scheduled from 10:45 a.m. to 11:00 a.m. Chair Dean announced that the Executive Session will be held from 10:49 a.m. to 11:04 a.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney -Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 11:04 a.m. Chair Dean announced that the 2 Commissioners Meeting Minutes of January 19, 2021 Board will be extending the Executive Session from 11:06 a.m. to 11:16 a.m. The Board resumed the regular meeting at 11:17 a.m. Chair Dean announced that the Board will be extending the Executive Session from 11:18 a.m. to 11: 28 a.m. The Board concluded the Executive Session and resumed the regular meeting at 11:29 a.m. Commissioner Eisenhour moved to approve the changes to the law firm contract related to the defense of the Scarantino lawsuit. Commissioner Brotherton seconded the motion which carried by a unanimous vote. DISCUSSION re: 2021 Lodging Tax Funding Recommendations from the Lodging Tax Advisory Committee (LTAC) Fund 125 Hotel/Motel — Continued: The Commissioners continued discussing the Lodging Tax, long-term strategy and history of the LTAC committee and Hotel/Motel Fund 125. The meeting was recessed at 11:45 a.m. and reconvened at 12:01 p.m. for the Quarterly Elected Officials/Department Directors lunch meeting with all three Commissioners present. The meeting was recessed at 1:00 p.m. and reconvened at 1:31 p.m. All three Commissioners were present for the afternoon session. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • BRIEFING re: Mental Health Navigator Grant; discussion with Sheriff Joe Nole • Retreat Planning • Trust Land Transfer • Miscellaneous topics • Legislative session; logistics • Meetings; logistics NOTICE OF ADJOURNMENT: Chair Dean adjourned the meeting at 3:18 p.m. until the next regular meeting or special meeting as properly noticed.
