MINUTES
Week of October 27,2003
Chainnan Dan Titterness called the meeting to order in the presence of Commissioner Glen
Huntingford and Commissioner Judi Mackey.
APPROVAL OF MINUTES: Commissioner Huntingford moved to approve the minutes of
October 13, 2003 as presented. Commissioner Mackey seconded the motion which carried by a unanimous
vote.
The Board met in EXECUTIVE SESSION from 8:15 to 8:59 a.m. with the County Administrator,
Deputy Prosecuting Attorney, Director of Community Development, and Associate Planner regarding actual
litigation.
HEARING NOTICE re: Withdrawal of 2 (Two) Comprehensive Plan Amendments from
the 2003 Comprehensive Plan Amendment Docket: Commissioner Huntingford noted that staffhas
requested that the Comprehensive Plan amendments for the Port of Port Townsend and the People for a
Rural Quimper be removed from the 2003 docket.
Commissioner Huntingford moved to set a hearing for November 17,2003 to consider the removal of these
2 Comprehensive Plan amendments from the 2003 Comprehensive Plan amendment cycle. Commissioner
Mackey seconded the motion which carried by a unanimous vote.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator David
Goldsmith reported that the Chelan County "Code of the West" is a document designed for people moving
into Chelan County and explains the level of service that they can expect because an urban level of service
cannot be expected in a rural county. Several counties in the State distribute similar documents with
building pennit applications. The Board asked him to draft a similar document for their review.

PUBLIC COMMENT PERIOD: The following comments were made: the signs warning of
fire danger that were put up throughout the County this summer helped to reduce the risk of wildfires and a
suggestion was made that a brochure be developed with recommendations about fire safety for property
owners building in rural areas; the fire danger sign project was a good example of civic involvement by
business, citizens, and government agencies; concerns about the new policy on propane tank setbacks; and a
letter to the Editor in The Leader from one of the County Commissioners is part of a coordinated smear
campaign against one of the County Commissioner candidates.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Mackey
moved to delete Item 2 and approve the balance of the Consent Agenda. Commissioner Huntingford
seconded the motion which carried by a unanimous vote.

Charlie Courtelyou and Al Vaughn, Department of Natural Resources re: Timber
Revenue Update: Charlie Courtelyou, Olympic Region Manager introduced Mike Cronan, Crescent
District Manager and Al Vaughn, Assistant Region Manager overseeing State Lands. Several spreadsheets
were distributed with the timber sales revenue infonnation for Jefferson County over the past several years,
the revenues received year to date, and the action plan and estimated revenues for 2004 and 2005. From
January through June of2003, the County received $500,000 in revenues from State forest board lands and
DNR is estimating another $500,000 for the last 6 months of the year.
Al Vaughn reported on DNR projects in Jefferson County.
· They are putting together 3 cedar salvage pilot projects. These operations will be monitored and the
infonnation will be used for applied research regarding Spotted Owl and Marbled Murlet habitat.
The timber sales are structured to allow smaller, local companies to participate in the bidding
process.
· He has met with neighbors adjacent to a timber sale that is planned for 90 acres of State property
near the County's Solid Waste Transfer Station on West Jacob Miller Road. Approximately 15 trees
per acre will remain standing and trees will be replanted. This is a 2 year contract that will be
offered in December and harvesting will probably begin next summer. Commissioner Huntingford
suggested that this would be an excellent site for educational tours for the schools.
· They are also working with property owners on the Coyle Peninsula who want to purchase 24 acres
for legal easements on a parcel of State property that will be harvested in 2005.
Charlie Courtelyou pointed out that the Olympic Peninsula is an excellent area to showcase the value of
working forests because of summer travel on Highway 101. They are proposing a sign campaign to educate
travelers that is similar to the "Bunna Shave sign" concept. These signs would be placed at intervals along
the highway.
HEARING re: Proposed Budget Appropriations/Extensions; County Funds: Chainnan
Titterness opened the public hearing. David Goldsmith explained that these budget requests are driven by
the 13th month of salaries and benefits because the County is moving from an accrual basis of accounting to
a modified cash basis. There are also contractual changes to wages and an increase in insurance benefits.
Chainnan Titterness asked for public comment. Hearing no comments for or against the proposed
extensions/appropriations, the Chair closed the public hearing.
Commissioner Huntingford moved to approve RESOLUTION NO. 66-03, the proposed budget
extensions/appropriations. Commissioner Mackey seconded the motion which carried by a unanimous vote.

Department of Community Development re: Discussion of Propane Tanks and
DCD Policy 007: Associate Planner Michelle Farfan explained that this policy was developed to address
concerns about a propane tank that was half buried in the County right-of-way. One of the main issues is
whether a propane tank is considered a "portable structure." She reviewed the UDC, the Unifonn Fire Code
and the Gas Code. A tank is not listed in the UDC as an "exempt" utility. There is also an issue regarding
safety and who is responsible for moving the tank if the County does a road project. This new policy calls
for a 20 foot setback and is stricter than the State policy.
Levi Ross, Sunshine Propane, explained that he deals in 8 jurisdictions and none of them consider a propane
tank a structure. The Unifonn Fire Code, which was adopted by the County, does not require setbacks. His
direct competition is the electric utility and he will be at a disadvantage if the County puts such strict
limitations on the placement of propane tanks. He does not think the policy is specific enough regarding the
location of the rights-of-way, easements, and property lines. Setbacks can be a problem on small lots.
The Board agreed to direct DCD to rescind Policy 007, to refer to propane tanks as "containers" and not
"structures," and to reference the section pertaining to propane tanks in the Unifonn Fire Code.
Josh Peters, Department of Community Development Associate Planner re: Draft
Correspondence to Public Lands Commissioner Concerning Mineral Lands: (Also See Minutes of
October 20,2003.) Associate Planner Josh Peters noted that he made the changes to the draft letter that the
Board had requested. Commissioner Huntingford moved to have the Chair sign the letter to the
Commissioner of Public Lands. Commissioner Mackey seconded the motion which carried by a unanimous
vote.
