SUBJECT: Request Board of County Commissioners approval of an amendment
to the grant agreement with Bayside Housing and Services for
providing one meal per day for temporary residents at the Jefferson
County Fairgrounds
STATEMENT OF ISSUE:
The Covid-19 pandemic has exacerbated Jefferson County's chronic homelessness problem. This has manifested itself
in various ways, most notably at the Jefferson County Fairgrounds, where a sizeable number of homeless residents
have gathered. These residents are laboring under very difficult conditions and are need support from our community.
We've identified three areas of support needed: meals, supplies and sundries, and safety and security. We have
identified qualified and capable non-profit organizations in our community that can provide this support.
Bayside Housing and Services has been providing evening meals for temporary residents at the Fairgrounds under a
grant agreement with the county. The grant agreement provided funding in the amount $15,200 which could be
increased by amendment given a demonstrated need and availability of funds. The continued pandemic and harsh
winter conditions have contributed to a large and needy population at the Fairgrounds, which demonstrates the need.
The county has the funds to cover the increased grant amount.
FISCAL IMPACT:
The cost of the proposed grant amendment is $14,800 which will be covered by the County's General Fund.
RECOMMENDATION:
That Board of County Commissioners approve the attached proposed grant amendment with Bayside Housing and
Services.

AMENDMENT TO THE GRANTEE AGREEMENT WITH BAYSIDE HOUSING
AND SERVICES FOR MEAL SERVICES FOR CERTAIN TEMPORARY
RESIDENTS HOUSED AT THE JEFFERSON COUNTY FAIRGROUNDS
This Grantee Agreement Amendment ("Amendment") is by and between Jefferson County, a
Washington political subdivision ("County") and Bayside Housing and Services (UBI Number 603
435 297, `Bayside" or "Grantee").
WHEREAS, on December 21, 2020, the Jefferson County Board of Commissioners
approved a grant to Bayside Housing and Services; and
WHEREAS, the grant was funded in the amount of $15,200, which could be increased
to $30,000 give a demonstrated need and if funds are available; and
WHEREAS, a continued need has been amply demonstrated; and
WHEREAS, the county has funds available for the increased grant amount;
WHEREAS, the Parties want to amend the Grantee Agreement entered into between
them;
NOW, THEREFORE, the Parties agree to amend the grant agreement, as
follows:
