Agenda Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Philip Morley, County Administrator From: Monte Reinders, P.E., Public Works Director/County Engineeylg--- Agenda Date: (County Administrator Briefing Session) Subject: Status of Old Road Maintenance Shop, Quilcene Statement of Issue: A new Quilcene road maintenance facility was constructed in 2014. The old shop located at 101 Rodgers Street has been largely unused since. The building is structurally deficient, and the building and site have lingering contamination issues that have prevented the reuse of the building and/or sale of the property. Public Works intends to address building asbestos removal, well decommissioning, and building demolition in 2021. Analysis/Strategic Goals/Pro's Et Con's: The old shop is in disrepair and an attractive nuisance with a section of the building falling down and many of the windows broken or missing panes. To demolish the building the asbestos must first be removed. The County is also obligated to decommission the abandoned water well. Although the removal of an underground fuel tank and adjacent contaminated soils was undertaken in the 1990's, additional clean-up is required. Given the Department of Ecology's low ranking of the property, grant funds to complete the clean-up are unlikely in the foreseeable future. Public Works will also complete public outreach to inform the Quilcene community of the County's intent. Fiscal Impact/Cost Benefit Analysis: The estimated combined project cost for the well decommissioning and asbestos removal is less than $15,000. After asbestos removal and well decommissioning (to be completed by mid -March), Quilcene Fire Rescue may use the building as a training site through the spring and summer. Final demolition is proposed to be completed by way of a Quilcene Fire Rescue controlled burn training exercise in the fall, with final cleanup to be completed by the County Road Crew. Recommendation: Proceed with asbestos removal, decommissioning of well, and demolition of the derelict/attractive nuisance building. Hold property for future undetermined use. Project Manager, 385-9169 Revie B Philip Morley, oun y Administrator Date Status of Old Quilcene Shop Property located at 101 Rodgers Street, Quilcene From 1930 to 2014, the Quilcene Road Maintenance Shop located at 101 Rodgers Street in Quilcene was the central maintenance facility for southeastern Jefferson County. In 1993 motor fuel storage and refueling of equipment were moved to another site to allow removal of the fuel tanks and remediation of fuel contaminated soils at the site. However, these remediation efforts did not result in a complete cleanup of the site. The remediation effort also included removal of the septic tank and drainfield, leaving the site with no wastewater facilities. In 2015, the Washington Department of Ecology assigned a hazard ranking of 3 (a ranking of 1 is assigned to sites with the highest relative risk to human health and/or the environment, a ranking of 5 to sites with the lowest relative risk) and listed the site status as "clean-up started". Ecology's most recent Hazardous Sites List (August 27, 2020) still notes a ranking of 3 with a "cleanup started" status. Given the ranking, and limited availability of cleanup funding, it is unlikely that work to complete the clean-up will be funded in the near future. In 2014, a new road maintenance facility was constructed in Quilcene at 20654 Highway 101. In 2015, lead and asbestos assessments and a structural evaluation were completed at the old Road Shop on Rodgers Street. The evaluation found that the paint on the building contains lead and the window glazing (putty holding the panes in place) contains enough asbestos to be considered hazardous. The building was also determined to be structurally deficient from foundation to roof, and a structural consultant recommended it be demolished. A section of the back wall has also settled due to loss of support caused by decaying wood foundation components. At least three organizations have previously expressed interest in purchasing and/or occupying the site. However, the remaining site contamination issues and the structurally deficiency of the building have prevented the sale or other use of the site. Organizations that have considered using the site are: • Quilcene School District - Bus Barn (have determined alternate location) ■ Quilcene Food Bank (have since purchased other property) • World Vision (were provided space in Brinnon) In January 2021 the building was inspected by Pacific Northwest Timbers and a local contractor to determine if the 1930's lumber could be recycled. It was determined that the value of the salvaged lumber and metal roofing would not offset the cost of demolition and removal of the nails from the salvaged lumber. The water well is also considered abandoned and requires decommissioning. Public Works intends to contract with a well driller to complete the well decommissioning. Public Works has solicited quotes for the asbestos removal and the well decommissioning. This work is anticipated to be completed by the mid -March for under $15,000. Following this work, Quilcene Fire Rescue would use the building for training through the spring and summer, with final demolition as a live fire training exercise in the fall. The Road Maintenance would then complete the final clean-up in coordination with Quilcene Fire Rescue. The incomplete site cleanup/remaining contamination prevents sale or transfer of the property for now, so it will remain County owned. In 2020 the property was used by a contractor as a staging area during a Public Works street improvement project in Quilcene. As a fenced site with a lockable gate, the property will likely be used in a similar capacity until the remaining contamination issues are resolved. To inform Quilcene residents of the proposed activities at the site, a letter will be mailed to adjacent property owners, Quilcene businesses and the Post Office will be asked to post a notice, and an e-mail will be sent to Quilcene residents and property owners who provided e-mail addresses for another ongoing Public Works project in Quilcene.
