Subject: Bid Opening, Membrane Bioreactor Equipment for
Port Hadlock Wastewater Treatment System
Statement of Issue: Bid opening at 10:30 a.m. or shortly thereafter for procurement of
Membrane Bioreactor Equipment - Design, Fabrication, and Installation Services for the Port
Hadlock Wastewater Treatment System project.
Analysis/Strategic Goals/Pro's Et Con's: The Port Hadlock Wastewater System Value
Engineering Review completed in May 2019 determined that significant initial cost savings
could be realized by using a small, pre -packaged membrane bioreactor (MBR) and a
pressurized collection system. This will allow the sewer to start small, just servicing the Port
Hadlock "Core Area", and grow slowly as demand dictates.
The 2020 Supplemental State Capital Budget included an appropriation of $1,422,000 for the
final design of this project. Final design work is currently underway and will deliver plans,
specifications, and cost estimates for the County and property owners. A complete design
will position the project favorably for construction grants including possible infrastructure
stimulus funding. The design work includes several components: 1) The wastewater treatment
facility, 2) the collection system in the streets/roads, 3) the private on -site connections to
residences and businesses, and 4) the discharge area where wastewater is allowed to rapidly
infiltrate into the ground.
To complete the design work related to the wastewater treatment plant (design element #1),
it is necessary to identify the MBR plant manufacturer and obtain costs for this equipment as
well as more detailed information on likely operating costs. Several companies offer modular
membrane bioreactor (MBR) treatment plants of various sizes and configurations that are
delivered by truck ready to use at the site. These so called "package plants" are able to treat
wastewater to a high standard in an affordable package that is scalable and expandable.
Although funding for the acquisition and installation of this equipment has not yet been
obtained, it is important to select the MBR supplier now in order to synchronize the
remainder of the project design with the treatment plant equipment. Seeking and awarding a

bid now will enable the County's sewer design consultants to work closely with the successful
Bidder's team to incorporate their equipment into the overall system design.
Fiscal Impact/Cost Benefit Analysis: This bid does not obligate the County to purchase the
equipment. Purchase is subject to future availability of project construction funding from
Local, State and Federal sources. This bid will lock in pricing for a 5-year purchasing window.
Bidders are asked to include a price to work with the County's consulting engineers as part of
the project design work effort currently underway. These up -front design costs will be
covered by County funds through the Port Hadlock Sewer Fund.
Recommendation: The Board is requested to open the bids and direct public Works to review
the bids and make a recommendation for award.
