Dear Robert:
This letter-report presents a hydrogeologic assessment pertaining to local groundwater
conditions near your undeveloped property located at 2522 East Marrowstone Road, Nordland
Washington. It is our understanding that a drinking water supply well located on your property
is within a 1,000-foot radius of a High Risk Seawater Intrusion Protection Zone (SIPZ), as
classified by Jefferson County. Jefferson County Department of Community Development has
required that a hydrogeologic assessment be submitted as part of your building permit
application process since your well is within the High Risk SIPZ. This letter-report is intended
to meet the requirement of a hydrogeologic assessment per the Jefferson County Unified
Building Code Section 3 - Land Use Districts, Section 3.6.5 Critical Aquifer Recharge Areas.
In preparing this hydrogeologic assessment, we have conducted low discharge flow test,
performed water quality sampling and reviewed the following material to base our findings and
conclusions:
· Water Well Reports on file with the Washington Department of Ecology (Ecology).
· On-site lo~v discharge pump test data.
· On-site well water quality data.
· Jefferson County Unified Building Code.

Project Description
The Brasier property is an undeveloped waterfront property located on the east side of
Marroxvstone Island, approximately ½ mile east of Nordland, Washington (Attachment 1).
The Brasier property (Parcel Number 976200102) is located at 2522 East Marrowstone Road
and is a high-bank rectangular lot of approximately 1 acre which abuts Admiralty Inlet and

Puget Sound. Attachment 2 is a parcel map that shows the layout of the Brasier property to
other surrounding parcels.
The Brasier property water supply well was installed on April 23, 1991 (prior to Mr. Brasier's
purchase of property) and is located near the western property boundary about 400 feet from
the shoreline. Review of the United States Geological Survey 1:24000 Nordland topographic
map indicates that the Brasier well is at an approximate elevation of 75 feet relative to mean
lower low water. The well is completed at a total depth of 72 feet and is screened in advance
glacial outwash sand between 61 and 66 feet below ground surface.
Jefferson County has established a High Risk SIPZ in the area of the island surrounding the
Brasier property. A High Risk SIPZ extends in a 1,000-foot radius from any individual well
that exhibits a chloride reading of 200 parts per million (ppm) or greater. Attachment 3
presents a map sho~ving the location of the Brasier property in relation to other wells exhibiting
elevated chloride levels comprising the High Risk SIPZ designation. The Brasier well lies
within the High Risk SIPZ and requires the development of a hydrogeologic assessment as per
the mandatory actions identified in the Jefferson County Unified Development Code.
Hydrogeologic Assessment
Weft Log Information
Water Well Reports on file with Ecology were obtained and reviexved for wells within 1,000
feet of the Brasier well. The Brasier well was originally recorded with Ecology.as Joann
Whipple as the original well owner at the time of well completion. Copies of the well logs are
presented as Attachment 4. A summary of well completion data contained in the well logs is
presented in Table 1. The well logs indicate that the Brasier well is completed in an
unconfined water-bearing sand aquifer, which xvas encountered between 62 feet and 72 feet
below ground surface. Geologic maps and cross-sections developed by Ecology for a water
resource investigation of Marrowstone Island indicate that the sand unit is designated as glacial
advance outwash (Qva) deposited by meltwater flowing from advancing ice of the Puget lobe
from the Fraser glaciation (Ecology, 1994). The Qva sand unit is shown to outcrop along the
eastern side of Marrowstone Island in the project vicinity.
Cross section D-D' completed for the 1994 Ecology study is an east-west section which is
located close to the Brasier well location and is presented as Attachment 5. The cross section
indicates that a wedge of Qva sand approximately 70 feet thick occurs in the vicinity of the
Brasier location. The aquifer is bounded by bedrock consisting of the Quimper Sandstone
formation. Based on information on the cross section, it appears that the Qva sand is limited in
lateral extent to the west and is not deposited across the island in the area of the Brasier well.
Groundwater Elevation
Groundwater flows from areas of high head (elevation) to areas of low head. Groundwater in
the project area is thought to be flowing in an easterly direction and discharging into Puget
Sound. Static groundxvater level data collected at the time of well completion indicate a
groundwater level of 62 feet below the top of the well casing (approximately 60.7 feet below
ground surface). Static groundwater level was measured on October 14, 2003 at 61.71 feet
below the top of the well casing (60.4 feet below ground surface). This data indicates that
groundwater levels have remained relatively constant between the two measurement periods
which span a period of 12 years. Total depth of the Brasier well was measured on October 14,

2003 at approximately 69 feet below ground surface. This measurement suggests that
approximately 3 feet of sediment has accumulated in the bottom section of the well casing.
Approximately 8.6 feet of groundwater is available in the well, based on the October 2003 total
depth measurements. If the sediment were removed from the well, the available column of
water available for drawdown would be about 11.6 feet.
Water Quality Data
Seawater intrusion can be evaluated by collecting water quality data at a well and performing
measurements for chloride. Groundwater aquifers in direct hydraulic continuity to the sea will
typically contain both freshwater and saltwater. The freshwater, which is a lower density than
the saltwater, will float on top of the denser saltwater. A mixing zone between the freshwater
and saltwater occurs as a result of hydrodynamic dispersion. This mixing zone typically
separates natural background freshwater (chloride levels typically <50 ppm or milligrams per
liter [rog/l]) from saltwater (chloride levels on the order of 19,000 mg/1) (Pacific Groundwater
Group & Parametrix, 2000). Jefferson County has defined the following three categories of
SIPZ's:
· Coastal SIPZ - All islands and land area within '/4-mile of marine shorelines & associated
aquifers;
· At Risk SIPZ - Areas within 1,000 feet of a groundwater source with a history of chloride
analyses between 100 mg/1 and 200 mg/1;
· High Risk SIPZ - Areas within 1,000 feei of a groundwater source with a history of
chloride analyses over 200 mg/1.
Conductivity is a measure of the ability 0fwater to conduct electricity and is measured in units
of micromohs per centimeter (~tmohs/cm) at 25 degrees centigrade. Conductivity can be easily
measured with field monitoring equipment and provides a good field tool for evaluating the
relative level of dissolved compounds, such as chloride, in groundwater. Attachment 6
provides a graph showing the correlation between conductivity and chloride for wells
completed in the glacial aquifer system on Marrowstone Island. Data used to produce this
graph was from a water quality sampling program conducted by Ecology between 1990 and
1992 (Ecology, 1994). The data show a general linear relationship between chloride and
conductivity and a linear regression line fitted to the data is presented on the graph. The data
suggests that in general conductivity levels between about 800 pmohs/cm and 1200 ~tmohs/cm
and greater than 1,200 gmohs/cm represent At Risk and High Risk Seawater Intrusion
conditions, respectively.
Chloride and conductivity have been analyzed at the Brasier well during the low discharge
pump test and are summarized in the following table.

The chloride samples xvere collected on 10/14/2003 at the end of three different pumping
intervals. The data show a slight rise in conductivity from 892 ~tmhos/cm, after approximately
45 minutes of pumping at 1 gallon per minute (gpm) to 949 ~tmhos/cm after 2 hours of
pumping under the 3 gpm discharge rate. A total of 215 gallons of water was pumped from the
Brasier well during the low flow pump test. Conductivity was measured in the field
throughout the well yield test and stabilized after about 30 minutes of pumping at a level
around 890 ~trnhos/cm during the 1 gpm pumping interval. The conductivity showed a general
rising trend at both the 2 gpm and 3 gpm pumping rates. The chloride level measured at the
end of both the 1 gpm and 2 gpm pumping intervals was 152 mg/1. A decrease in
concentration of chloride to 145 mg/1 was observed near the end of the 3 gpm pumping period.
Chloride concentrations in ~oundwater at the Brasier well are within the range of an At Risk
SIPZ for the pumping rates tested during the low discharge pump test. The chloride and
conductivity measurements collected at the Brasier well are plotted on Attachment 6 and
correlate with other Marrowstone Island wells indicative of the At Risk SIPZ designation.
Nitrate and bacteriological analysis was also conducted on water samples collected after the 3
gpm pumping period. Results of the analysis indicate nitrate was detected at 4.7 mg/1 which is
below the Maximum Contaminant Level (MCL) of 5 mg/1. The bacteriological analysis
indicated that the results were satisfactory in that coliforms were absent in the sample.
All water quality samples collected for this investigation were analyzed by Twiss Analytical, a
Washington state certified laboratory located in Poulsbo, Washington. The xvater quality
reports are presented in Attachment 7.
Low Di$char~to Pump Test Data
A low discharge pump test on the Brasier well was conducted on 10/14/2003 by Peterson
Pump and Water Treatment (Peterson) of Port Hadlock, Washington. A temporary test pump
was installed to conduct and test and was removed after the pump test was completed. The
low discharge flow rate of 3 gpm or less were identified as pumping rates which would have
minimal impact on the aquifer and are in line with the voluntary requirements of water
conservation measures recommended by Jefferson County for wells completed in SIPZ's. The
well was pumped at variable flow rates of 1 gpm, 2 gpm and 3 gpm for a total period of
pumping of 125 minutes or about 2 hours. Groundwater level drawdown measurements,
discharge measurements and conductivity measurements were recorded throughout the test.
Attachment 8 contains the pump test data collected by Peterson. A graphical plot of the flow
test data showing drawdown at different pumping rates and conductivity readings for the
duration of pumping is sho~vn in Attachment 9.
The pump test indicates that the well is capable of producing about 3 gpm with a stabilized
drawdown at about 0.2 feet. The drawdown data suggests that the glacial aquifer that the
Brasier well is producing from has a high permeability and the low discharge rates produced
limited drawdown ranging between 0.04 feet and 0.2 feet for pumping rates between 1 and 3
gpm.

Based on information obtained during well testing, a distance to the seaward or downgradient
stagnation point (area in the groundwater flow field at which ground~vater is not moving
towards the well) can be calculated from the follo~ving equation (EPA, 1993):

The results of this analysis suggests that the Brasier well pumping at a rate of 3 gpm xvill draw
groundwater from the downgradient or seaward side at a distance of about only 1 foot from the
well. This indicates that the well will not draw in seawater and leaves about a 399-foot buffer
bet~veen the sea and the downgradient area of influence of the well. The lateral distance the
well draws in groundwater from the aquifer is only about 3 feet under a pumping rate of 3
gpm. This analysis suggests that the area of xvell influence is contained within the Brasier
property and pumping at 3 gpm should not interfere or impair existing wells completed in the
surrounding area.
Unified Development Code Requirements
The following table lists voluntary and mandatory requirements associated with At Risk
SIPZ's as well as specific requirements for all development proposals for Marrowstone Island
properties. The Brasier property building permit application would need to address these
requirements for approval of the well as a potable water supply source.

Conclusions
The following conclusions are developed based on a review of the available hydrogeologic
data:
1. The Brasier well is completed in an unconfined glacial outwash sand horizon at a depth of
72 feet below ground surface. The well is screened across a water table aquifer between a
depth of 61 and 66 feet.
2. Chloride and conductivity measurements collected from the Brasier well indicate an At
Risk SIPZ surrounding the well. Chloride measurements indicate that the levels of
chloride decreased during a low discharge pump test. Chloride levels indicate that the
Brasier well is classified as an At Risk SIPZ and therefore it is recommended that the well
is sampled annually for chloride and data Submitted to the county.
3. The Brasier well can sustain a pumping rate of 3 gpm xvith a minimum amount of
drawdown and at that rate the downgradient radius of influence would not extend to the sea
and the lateral boundary of influence remains on the Brasier property. Pumping should not
exceed a discharge of 3 gpm and only 400 gallons per day or less should be pumped as
recommended in the attached Water Conservation Measure list developed by the county
(Attachment 10). The At Risk SPIZ designation requires that a totalizing flow meter be
installed to record the volume of water pumped from the well. Flow meter data will need
to be recorded and submitted to the county.
4. An approximate 399-foot buffer exists between the downgradient radius of influence of the
Brasier well and the sea.
A variable speed pump is required to be installed in the Brasier well which could be
adjusted to a lower flow rate if future water quality readings warrant an adjustment. It is
recommended that a timer be installed to limit the pumping period to low demand times.
6. A 1,000-gallon storage tank is required to be installed in the Brasier water system which
will allow for adequate storage and limit the overall pumping of the well.

All stormwater is required to be infiltrated on-site. It is recommended that the infiltration
should be directed in an area between the well and the sea which will further protect the
shallow water-bearing horizon from seawater intrusion.
8. Enroll in the county sponsored monitoring program as required for all new Marrowstone
Island building permits requiring the use of a well for a water supply source.
Based on the data available for review, it appears that there is reasonable probability that
pumping at the Brasier well under low flow discharge rates will not cause impairment to
existing wells in the surrounding area. Implementation of additional water conservation
measures and stormwater infiltration will provide additional measures of protection in the
prevention of seawater intrusion.

WATER CONSERVATION MEASURES LIST
To Promote Aquifer Recharge
and Prevent Seawater Intrusion
1. Roof and other intercepted precipitation shall be routed to on-site detention ponds
and/or other approved means and allowed to be released to the soil slowly.
2. Water collected from storm water and roof catchments may be used for watering
lawns and gardens. Unless catchments water has been treated to meet drinking
water standards, there shall be no cross connections allowed between the potable
supply and impounded water.
3. Ground water withdrawn from each property should not exceed a rate of three (3)
gallons per minute.
4. Install water-conserving fixtures such as Iow flow toilets, faucets and shower
restrictors and other water saving plumbing fixtures.
5. Landscaping should include xeriscaping and native vegetation with minimal amounts
of irrigation.
6. Use drip irrigation, soaker hose systems and root irrigation.
7. Use water basin techniques to water plants, shrubs and trees.
8. Routinely water deeply and less frequently.
9. Weed control is an important part of water conservation.
10. For your landscaping select drought tolerant plants, shrubs and trees stay away from
heavy water consumers.
11. Limit the amount of irrigated lawn.
12. Mulch your garden as well as isolated plants, trees and shrubs.
13. Use shade and windbreaks to assist in water conservation.
14. Use Iow flow water closets, showerheads and water conserving dish and clothes
washers.
15. Use rainwater catchment systems that corral rainwater from manmade surfaces and
into storage.
16. Install water-conserving devices such as Iow-volume toilets and plumbing fixtures.
17. Only 400 gallons per day or less should be pumped from all exempt wells in
Seawater Intrusion Protection Zones (SIPZ).
18. Water softeners that contribute salt to groundwater through infiltration should not be
used in SIPZ.
19. Hose bibs (outdoor spigots) for outdoor water use should not be used in SIPZ.
