HomeMy WebLinkAboutM022321S41t�CoN Co 4 Sys, INUS O, MINUTES Jefferson County Board of Commissioners Special Meeting — February 23, 2021, 3:00 p.m. Jefferson County Courthouse — Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to order at the appointed time and noted the reason for the Special Meeting is due to the cancellation of the February 22, 2021 Regular Meeting due to technical difficulties. PUBLIC COMMENT PERIOD: The following is a summary of comments submitted by individuals via email which reflect their personal opinions and which were read aloud by the County Administrator: • Comment regarding COVID-19 vaccinations. • Comment regarding noise coming from the Jefferson County Sportsmens Association (JCSA). • Comment regarding holding in -person open public meetings. The Commissioners addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Eisenhour moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 13-21 re: Continuing Relationship with the Washington Counties Risk Pool (WCRP) and the Related Appointments and Designations of the County 2. AGREEMENT re: 2021 Hotel Motel (Lodging Tax) Grant Funding; In the Amount of $9,511; Centrum 3. AGREEMENT re: 2021 Hotel Motel (Lodging Tax) Grant Funding; In the Amount of $141,450; Tourism Coordinating Council 4. AGREEMENT, Amendment No. 1 re: Grant Funded Fairgrounds Meal Services for Temporarily Housed Residents; Additional Amount of $14,800 for a Total Project Amount of $30,000; Jefferson County Central Services; Bayside Housing and Services 5. Payment of Jefferson County Vouchers/Warrants Dated February 16, 2021 Totaling $625,269.17 and Dated February 22, 2021 Totaling $240,940.47 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 18. Payment of Jefferson County Payroll Warrants Dated February 19, 2021 Totaling $77,600.07 and A/P Warrants Done by Payroll Dated February 16, 2021 Totaling $141,639.28 and Dated February 19, 2021 Totaling $16,360.85 (Records of all claims submitted for payment along with AT Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) BID OPENING re: Membrane Bioreactor Equipment for Port Hadlock Wastewater Treatment System: Public Works Director/County Engineer Monte Reinders and Sewer Project Manager Robert Wheeler were present for the bid opening. The Engineer's Estimate is $2,758,923.00. Director Reinders opened and read aloud the following bids: BIDDER BID AMOUNT Schwing Bioset, Inc. Commissioners Meeting Minutes of February 23, 2021 EXECUTIVE SESSION: An Executive Session was scheduled from 3:30 p.m. to 4:15 p.m. Chair Dean announced that the Executive Session will be held from 3:40 p.m. to 4:25 p.m. with the County Administrator, Chief Civil Deputy Prosecuting Attorney, Central Services Director and Public Records Administrator regarding Attorney -Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 4:25 p.m. Chair Dean announced that the Board will be extending the Executive Session from 4:26 p.m. to 4:41 p.m. The Board resumed the regular meeting at 4:41 p.m. Chair Dean announced that the Board will be extending the Executive Session from 4:42 p.m. to 5:02 p.m. The Board concluded the Executive Session and resumed the regular meeting at 5:02 p.m. NOTICE OF ADJOURNMENT: Chair Dean adjourned the meeting at 5:02 p.m. until the next regular meeting or special meeting as properly noticed. a SEAL: `+ t t.
