STATEMENT OF ISSUE:
RCW 36.72.075 requires that the County call for bids for the Official County Newspaper each year.
ANALYSIS:
A call for bids was published on January 11, 2021 which resulted in the submission of two bids. One was
received from the Peninsula Daily News and the other from the Port Townsend — Jefferson County Leader.
The two bids were opened and read during the Board of County Commissioners' regular meeting on
Monday, March 1, 2021. Attached is information detailing the two bids for consideration by the Board.
RECOMMENDATION:
Make a determination to award the bid for the official County newspaper to either the Peninsula Daily News
or the Port Townsend — Jefferson County Leader so that a contract can be drafted for approval on or before
the first meeting in April as required by RCW.

In making a decision for bid award, the Board should consider the following:
• RCW 36.72.075 requires the contract to be awarded to the best and lowest responsible bidder, giving consideration to
the question of circulation in awarding the contract, with a view to giving publication of notices the widest publicity.
• The circulation of the Leader in Jefferson County is over 3 times greater than the circulation of the PDN
(18.65% of County population (OFM 2020 Estimate — 32,190) for the Leader and 5.40% for the PDN).
• The Peninsula Daily News has greater electronic circulation and readership than the Leader, although it is unknown
what percentage of the metrics can be attributed to Jefferson County.
• Both newspapers post on Social Media, although it is unknown what percentage of the metrics can be attributed to
Jefferson County
• With the call for bids, each newspaper was also asked to provide quotes for two legal ad samples (see attached)

Notice is hereby given that the Board of Commissioners of Jefferson County, State
of Washington, will receive sealed bids for the printing and publication of Official
Legal Notices. Sealed bids will be received up until the hour of 9:30 a.m. Monday,
March 1, 2021 at the offices of the Board of County Commissioners, 1820

RESOLUTION NO.62-20
WHEREAS, various Jefferson County
departments have made requests for supple-
mental budget appropriations/extensions for
their 2020 budgets; and
WHEREAS, the increased spending in
such requests are funded by additional sourc-
es which were not anticipated at the time of
preparing said budgets; and such sources
include unanticipated revenue received from
fees, or grants from the State and Federal
government, or proceeds from the sale of
bonds, or budgeted but unexpended monies
from the prior budget year, and
WHEREAS, it appears to the Board of
County Commissioners that a need exists
that could not have been foreseen or contem-
plated at the time of preparing the budgets for
2020. The following identified revenue and
expenditure amounts are to be added to the

Imposing an Additional Sales and Use
Tax Of One -Tenth Of One Percent for
Housing and Related Services as Autho-
rized By RCW 82.14.530 Adding a New
Chapter 3.33 to Jefferson County Code
Notice is hereby given that on December 21,
2020, the Jefferson County Board of County
Commissioners adopted Ordinance 11-1221-
20, which was published to the Jefferson

Pagei.aspx on December 22, 2020. This
ordinance imposes a sales and use tax for
affordable and supportive housing in ac-
cordance with House Bill 1590 and RCW
82.14,530. The ordinance sets the rate at
one -tenth of one percent on taxable events
(as defined in RCW 82.14.020(3)) to be used
for housing and related services as autho-
rized by RCW 82,14.530.
Jefferson County believes the publication of
this ordinance on the Jefferson County web -
site satisfies the publication requirements of
RCW 36.70A.290(2)(b) and WAC 242-03-
220(1). This notice is being published in this
newspaper of general circulation to remove

February 25, 2019 at the Office of the Coun-
ty Commissioners, basement level of the
Jefferson County Courthouse, 1820 Jeffer-

South Discovery Road Pavement Preserve-
fion (MP 3.200 - MP 4.576). County Project

County Commissioners Chambers: base-
ment level of the Jefferson County Court-

This Contract provides tot a hot mix asphalt
overlay of South Discovery Road in Jefferson
County near Pori Townsend, Washington
by repaving 1.39 miles of South Discovery
Road. Work includes shoulder widening,
asphalt planing at intersecting roads, placing
a hot mix asphalt overlay, gravel shoulder
finishing, pavement striping. project tempo-
rary traffic control, and other work, ail in ac-
cordance with the Contract Plans, Contact
Provisions, and the Standard Specifications.
The Engineer's Estimate is $440,885.70.
Bids shall be submitted in accordance with
the plans and specifications on life at the
Department of Public Works, 623 Sheridan
Street, Port Townsend, Washington, where
copies may be obtained by prospective bid-
ders. Printed copies may also be obtained
by calling the Department of Public Works
at 36C-385-9160 and electronic copies
may be obtained by emaiiing pubworks@
co.je(ferson.wa.us.
Each bid shall be accompanied by a surety
bond, postal money order, cash, dashieis
check or certified check payable to the Trea-
surer of Jefferson County in the sum of five
(5%) percent of the bid amount to be fodet-
ad to Jefferson Courtly by the successful bid-
der if he/she fails to enter into a contract and
file an acceptable surety bond in the amount
of 100% of the contact price within ten (40)

Thank you for the opportunity to bid on the contract to publish legal notices for Jefferson County
through June 30, 2022. Enclosed you will find the bid form, background material and enhancements.
The Leader's bid this year is $8.00 per column inch. To make an apples -to -apples comparison with the
bid of our competitor, taking additional factors into account will demonstrate that the Leader is
offering the lowest responsible bid for Jefferson County.
Those factors include:
• Apples -to -Apples adjustment
A straight column inch to column inch comparison is not accurate. A Leader column is 1/3 wider than a
PDN column and holds 1/3 more words of a legal notice per column inch. To compare the Leader's bid
to the PDN bid requires adjusting the Leader bid 1/3 lower or the PDN bid 1/3 higher. (For comparison
purposes, adjusting the $8.00 Leader bid 1/3 lower = $5.33 per column inch.)
• Lowest responsible bidder
If, with that adjustment, the Leader still appears more expensive than the PDN, it's because the Leader
does a better job of what Jefferson County agencies need done through this contract.
According to RCW 36.72.075 the bid should go to "the lowest responsible bidder, giving considera-
tion to the question of circulation in awarding the contract with a view to giving publication of no-
tices the widest possible publicity."
The purpose of any public notice contract is to inform the most citizens of Jefferson County about the
actions of their government, as required by law and by principles of open government. The printed
Leader reaches.6,004 households in Jefferson County and 15,010 residents, taxpayers and voters. The
Leader website reaches another 1,544 paid subscribers and records 270,000 page views per month. Our
information is that the PDN reaches about 2,000 households and 4,600 Jefferson County residents.
Leader circulation in Jefferson County is triple the PDN circulation in every zip code in this county.
There are 14,000 occupied homes in Jefferson County, according to the U.S. Census. Public notices
placed in the printed PDN are thus not seen by 86 percent of Jefferson County households, while the
printed Leader reaches almost half of them, and a majority with digital access added. As you know
from any other bidding experience, you are under no obligation to accept a low bid that does a
substandard job of the task at hand.
• Enhancements
In addition to our per column inch bid, The Leader agrees to the following features and enhancements
at no cost to the county:
• Jefferson County's logo will be published where county legal notices begin.
Value: approximately $1,404 per year. (Attachment A)
• A project location map will be published at least once each quarter.
Value: four times per year at $432, total $1,728. (Attachment B)
• All legal notices are published on our website, regarded as the most widely read local news
website in Jefferson County, as well as the Washington Newspapers Publishers' Association
(WNPA) statewide website. Approximate value: $4,500. (Attachment Q
• Jefferson County will receive two newspaper subscriptions with full online access.
Value: $104.
Total value of enhancements: more than $7,736.

• Premium audience
The Leader offers the County a premium audience. For almost the entire history of Jefferson County,
residents have turned to the homegrown, independent Leader to find both public notices and news
stories or commentary about County actions. Residents expect that all government actions will be
noted in the Leader, ranging from the County to the City of Port Townsend to school districts to the
Port, the Fire Districts and the PUD. There have only been two known times in the last several decades
when Jefferson County Commissioners have opted to shift to the PDN, once in the mid-2000s and last
year. Even then, Port Townsend and most other jurisdictions have kept their notices with the Leader.
The PDN, in contrast, is where Clallam County residents go to learn the actions of local governments,
and for good reason. Some 80 percent of PDN readership is in that neighboring county. It's also worth
noting that the Leader reaches 62 percent of the Jefferson County homes that regularly read the PDN,
according to readership surveys. Most PDN households in this county are also Leader households.
• More accessible subscriptions
The county's residents appreciate good value for their dollar. A yearly subscription to The Leader is
$52. For a subscription to the PDN, customers pay $135 per year. If County legal notices were run in
the PDN, Jefferson County residents would have to pay over 2.5 times as much for the Port Townsend
edition to increase their chances of reading Jefferson County's legal notices.
• Longer shelf life
A weekly publication schedule is an advantage to advertisers. In repeated readership surveys, custom-
ers say they read the whole newspaper over a period of three to five days. That means public notices
have a longer shelf life in the Leader, increasing the odds that Jefferson County residents will peruse
the legal notices. To match that performance, a daily newspaper would have to publish the same legal
notice three days in a row.
• Community ties
The Leader has strong ties with the communities inside Jefferson County. They turn to the Leader to
find out what is happening in their community and around the county. Our news staff attends all of
the county commissioners meetings as well as most other government entities in Jefferson County.
The Leader, also plays an important role in the community: it keeps the residents connected in a way
that bigger, regional newspapers cannot. We try to supply information that drills right down into the
core of the community. Every Leader story is about Jefferson County. Most of .our staff lives and pays
taxes in this county.
• Press releases
The Leader welcomes press releases from the county that contain information important to our readers

ers adopted Ordinance 11-1221-20, which was

This ordinance imposes a sales and use tax for af-
fordable and supportive housing in accordance with

ized by RCW82,14.530.
