Re: Amendment of Salerno Mini-Storage Landscaping Plan Schedule and Temporary Occupancy
Date: December 18, 2020
The representative of Sound Storage, the mini-storage development at 8012 State Route 20, requests a second
amendment to their landscaping plan schedule and request a Temporary Occupancy approval for Phase Two
building permits for storage unit buildings, which are currently awaiting final signoffs.
On March 6, 2020, Sound Storage was granted an extension of time to comply with landscaping/screening
requirements pursuant to JCC 18.30.130, as conditioned for building permits BLD19-00240 (residence/office
building), BLD19-00257 (Building “A”), and BLD19-00258 (Building “B”). The aforementioned permits were issued
under a Temporary Occupancy approval. The landscaping/screening conditions are in Attachment A.
Phase Two site development includes two additional structures, Building “C” (BLD20-00240) and Building “D”
(BLD20-00241). Phase Two development has been completed and the permittees are ready for their final permit
signoff. Phase Two building permits include the condition require landscaping/screening to be installed prior to
project occupancy.
This second request would allow Sound Storage to begin operation of the storage facility’s Building “C” and Building
“D”, under a Temporary Occupancy Permit (TO) when all other building activity signoffs are completed, and then
complete the landscaping/screening requirements by December 31, 2020.
With the low amount of residential development bordering the north and east property lines, and from the presence
of some buffering vegetation existing already, I believe there is minimal chance that there will be off -site impacts by
delaying the completion of the planting plan to December 31, 2020.

ATTACHMENT “A”
Landscape/Screening Requirements for BLD19-00240, BLD19-00257, and BLD19-00258
The landscaping/screening shall meet requirem ents of JCC 18.30.130 as follows:
Landscaping of North and East Interior Parcel Lines: On the north and east boundaries of the subject property,
"Screen-A" landscaping shall be installed as a full-screen visual barrier between the subject property and the
residential zones to the north and east of the site. This screening shall be fifteen (15) feet in depth. This full -
screening shall at a minimum consist of a mix of primarily evergreen trees and shrubs generally interspersed to
form a continuous year-round screen that grows to at least eight feet in height within two growing seasons. Trees
that may now exist on adjacent properties cannot be counted toward meeting visual screening requirements.
December 18, 2020:
1) North property line: Add five (5) evergreen trees to fill in visual “holes” in the Screen-A landscaping. The
trees shall be capable of reaching a minimum of eight (8) feet in two years.
2) East property line: Pull back any area of the bark pile that is encroaching into the 15 -foot landscaping buffer.
3) East property line: Ensure borrow pit area does not encroach into the 15-foot landscaping buffer. Consider
re-grading pit side slopes when pit is no longer used, to avoid slumping and potential loss of screening
vegetation.
Landscaping Road Frontage: "Screen-B" landscaping shall be installed as a filtered-screen visual separator
between the subject site and the frontage of State Highway 20. The screening shall be ten (10) feet in depth. Trees
that may now exist on adjacent properties cannot be counted toward meeting visual screening requirements. The
filtered screening shall at a minimum consist of a mix of evergreen and deciduous trees and shrubs generally
interspersed to create a filtered screen that grows to at least eight feet in height within two growing seasons. Space
between the landscaping screen and the road right -of-way, except for any pedestrian access improvements, shall
be landscaped with grass, shrubs, trees, or evergreen groundcover.
December 18, 2020: Passed
Landscaping South Interior Parcel Line: "Screen-C" landscaping shall be installed as a see-through screen that
functions as a partial visual separator between developments of the subject site and the property to the south. The
screening shall be ten (10) feet in depth. The filtered screening shall at a minimum consist of a mix of evergreen
and deciduous trees and shrubs generally interspersed to create a filtered screen that grows to at least eight feet
in height within two growing seasons.

Thanks for your assistance with the landscaping/screening inspection today! Here is an update since we
spoke:
• I’ve sent a Temporary Certificate of Occupancy (TCO) request to my administrator but have not
heard back yet on approval. I put the landscaping/screening completion deadline date as
December 31, 2020. That is a little longer than your request but should allow you time to
complete the screening. I will, however, come out for a final screening inspection as soon as
you request me.
• You’ll be responsible for annual renewal of permits issued under a TCO, so we’d like to get the
screening completed so we can issue the final permits and close the case.
• The building inspectors have put you on their inspection list for Monday, December 21, and they
will be doing a Final Inspection. There is no need to call us to request Monday’s final
inspection—you’re on the list already. Please let me know if that will not work for you, thanks.

I got this done for you today. Your request for extending the landscaping completion schedule to April
30, 2020 is granted (see attached).
This means that when all the other inspections and approvals are complete, you would get a Temporary
Occupancy permit to open your business, and the Final Certificate of Occupancy would be held until the
landscaping was completed on or before April 30, 2020.

They had an operational issue, a pond sidewall cut-slope failure that they have repaired with rip-rap.
Their stormwater system for this phase of work has been completed.
Final occupancy of buildings should not be held up due to anything with their stormwater system.

I called the developer, Brad Hoover, refreshed my memory from March 2020 with photos, and
confirmed that the infrastructure to collect stormwater from buildings C and D were installed prior to
March.
The north access approach to SR20 is blocked.
Please see attached for the locations of PW sign off for the two building permits.
Sorry, I am not used to performing sign offs in Tidemark.

They paid their final Public Works’ Stormwater fees.
They submitted a certification of Stormwater system installation from the Engineer of Record.
They recorded their Stormwater Facility Maintenance Agreement with the County Auditor.
They had an operational issue, a pond sidewall cut-slope failure that they have repaired with rip-rap.
Their stormwater system for this phase of work has been completed.
Final occupancy of buildings should not be held up due to anything with their stormwater system.

Regarding your question about the fence around the perimeter of the bioretention cell-
I have attached SWMMWW guidance for when fences are required around infiltration ponds, and it
indicates when slopes are steeper than 3:1 or 33% grade.
The original proposal indicated there would be some 2:1 slopes (50% grade), and up to 12’ cut depths.
As you can see in the attached photos, the side slopes are not 12’ deep, and appear to be 3:1 or
shallower.
Below is email from April 2019 that posed the clarification if they intended to apply the infiltration pond
fencing section of the SWMMWW to their plan.
A fence is not required, however.
Brad will need access from the top of the slope to perform the maintenance to the southeast corner of
the pond side-slope.

Hi Joel:
I inspected the mini storage site yesterday with Brad Hoover.
Most of the stormwater system is installed, except for 3 of the upper eastern-most catch basins, and 8”
corrugated HDPE storm drain pipe. This has been documented with the as-built drawing, and
certification letter by the EOR.
The bioretention basin has received some construction sediment over approximately 20% of the 12,000
square feet basin, and the owner is in the process of cleaning that out, and repairing the southeast
corner sidewall that has sloughed due to a perched ground water seep. This is considered maintenance,
and not ample reason to postpone approval of the stormwater system installation, however.
Regarding the transportation concern of direct access to SR-20, the owner has barricaded the access, as
seen in the attached photo from yesterday, so it is not an issue any longer.
Please see below for the email from Dale Severson of WSDOT detailing the ACP process the owner
would have to go through to open the direct access to SR-20.
As soon as PW receives the final fee payment and the recorded Stormwater Management Facility
Maintenance Agreement, PW will be ready to release the SW condition of the building permit.

WSDOT has reviewed this project and has the following comments:
• The property has access easement rights on the U-Haul property to / from the WSDOT traffic
signal at the SR 19 / SR 20 intersection.
• Therefore we concur with the County’s recommendation that the Self-Storage Facility’s direct
access to SR 20 be restricted to a right-in / right-out (RI/RO) only.
• We request the County look into the need for landscaping or other measures to be placed on
the area between the SR 20 highway and the 30-foot wide access easement to help with
reducing any possible nighttime confusion that a southbound vehicle with their headlights on
traveling on the access easement may cause to any northbound SR 20 vehicles. This may not be
an issue, but we at least ask the County to look into it.
• The RI/RO access will require an Access Connection Permit (ACP) to be issued.
• The RI/RO driveway will need to be designed such that the RI/RO restriction is effective. A
raised island may be required by WSDOT with appropriate signing. The actual design can be
determined during the ACP permitting process with WSDOT.

From Tidemark, I read that one of the conditions of the ZON19-00001 was for the access from SR-20 to
be limited to an exit, right turn only (screen shot attached).
Can you please tell me how this is to be implemented? (signs, barriers, gates…) Do you have a
description or approval from WSDOT of the exit right only that you can share with me please?
The email below from March 21, 2019 is the last I heard from you about its progress.
I have attached the as-built site plan from Brad Hoover, and the stormwater certification letter from the
engineer of record.

Regarding your question about the fence around the perimeter of the bioretention cell-
I have attached SWMMWW guidance for when fences are required around infiltration ponds, and it
indicates when slopes are steeper than 3:1 or 33% grade.
The original proposal indicated there would be some 2:1 slopes (50% grade), and up to 12’ cut depths.
As you can see in the attached photos, the side slopes are not 12’ deep, and appear to be 3:1 or
shallower.
Below is email from April 2019 that posed the clarification if they intended to apply the infiltration pond
fencing section of the SWMMWW to their plan.
A fence is not required, however.
Brad will need access from the top of the slope to perform the maintenance to the southeast corner of
the pond side-slope.

Nathan was asking me about a final inspection request that was posted up for tomorrow on the new
commercial storage buildings.
I think it might have been you that wrote out the slip based on the hand writing.
I see all three permits BLD19-00240, BLD19-00257, BLD19-00258 were all scheduled.
From what I can see, It looks like BLD19-00240 is ready for final inspection but the other two still have
holds for final planning approval and final public works approval.
I sent an email to Terry at PW asking if she’s ready to sign off just in case she missed it.
Are you ready to sign off final planning approval on these? If so I just need PW to sign off and we are
good to go.

Regarding your question about the fence around the perimeter of the bioretention cell-
I have attached SWMMWW guidance for when fences are required around infiltration ponds, and it
indicates when slopes are steeper than 3:1 or 33% grade.
The original proposal indicated there would be some 2:1 slopes (50% grade), and up to 12’ cut depths.
As you can see in the attached photos, the side slopes are not 12’ deep, and appear to be 3:1 or
shallower.
Below is email from April 2019 that posed the clarification if they intended to apply the infiltration pond
fencing section of the SWMMWW to their plan.
A fence is not required, however.
Brad will need access from the top of the slope to perform the maintenance to the southeast corner of
the pond side-slope.

I inspected the mini storage site yesterday with Brad Hoover.
Most of the stormwater system is installed, except for 3 of the upper eastern-most catch basins, and 8”
corrugated HDPE storm drain pipe. This has been documented with the as-built drawing, and
certification letter by the EOR.
The bioretention basin has received some construction sediment over approximately 20% of the 12,000
square feet basin, and the owner is in the process of cleaning that out, and repairing the southeast
corner sidewall that has sloughed due to a perched ground water seep. This is considered maintenance,
and not ample reason to postpone approval of the stormwater system installation, however.
Regarding the transportation concern of direct access to SR-20, the owner has barricaded the access, as
seen in the attached photo from yesterday, so it is not an issue any longer.
Please see below for the email from Dale Severson of WSDOT detailing the ACP process the owner
would have to go through to open the direct access to SR-20.
As soon as PW receives the final fee payment and the recorded Stormwater Management Facility
Maintenance Agreement, PW will be ready to release the SW condition of the building permit.

WSDOT has reviewed this project and has the following comments:
• The property has access easement rights on the U-Haul property to / from the WSDOT traffic
signal at the SR 19 / SR 20 intersection.
• Therefore we concur with the County’s recommendation that the Self-Storage Facility’s direct
access to SR 20 be restricted to a right-in / right-out (RI/RO) only.
• We request the County look into the need for landscaping or other measures to be placed on
the area between the SR 20 highway and the 30-foot wide access easement to help with
reducing any possible nighttime confusion that a southbound vehicle with their headlights on
traveling on the access easement may cause to any northbound SR 20 vehicles. This may not be
an issue, but we at least ask the County to look into it.
• The RI/RO access will require an Access Connection Permit (ACP) to be issued.
• The RI/RO driveway will need to be designed such that the RI/RO restriction is effective. A
raised island may be required by WSDOT with appropriate signing. The actual design can be
determined during the ACP permitting process with WSDOT.

Brad Hoover has requested final inspection for occupancy for the mini-storage business.
I have prepared the Stormwater Management Facility Maintenance Agreement signed by County
Engineer, copy attached. I will deliver this to the project manager, Brad Hoover.
I am ready to do a final walk through inspection of the portions of the stormwater system that was
installed.
From Tidemark, I read that one of the conditions of the ZON19-00001 was for the access from SR-20 to
be limited to an exit, right turn only (screen shot attached).
Can you please tell me how this is to be implemented? (signs, barriers, gates…) Do you have a
description or approval from WSDOT of the exit right only that you can share with me please?
The email below from March 21, 2019 is the last I heard from you about its progress.
I have attached the as-built site plan from Brad Hoover, and the stormwater certification letter from the
engineer of record.
The CESCL for the stormwater system monitoring was declared to be Lauren Hoover July 17, 2019. I
