Kodama Farm and Food Forest is Protected Forever! We’re delighted to announce that 45-acre Kodama Farm and Food Forest in Chimacum has been protected forever! For Kodama Farm, and our whole community, Jefferson Land Trust’s purchase of a conservation easement, represents the first step in a project that will help salmon, beavers, and other local wildlife thrive in the Chimacum watershed and support local food production. Sarah Spaeth, Director of Conservation and Strategic Partnerships for the Land Trust, has been working with three young farmers and The North Olympic Salmon Coalition (NOSC) to protect Kodama Farm since 2017. Thrille d that the farm is now protected, Sarah credits the collaboration with NOSC for making it possible. “This project may be the best example yet of our important partnership with NOSC. Recently, Jefferson Land Trust partnered with The Trust for Public Land and North Olympic Land Trust to study the economic value of the conserved farms, forests, trails, and parks in Jefferson, Clallam, and Kitsap counties. The result of the study is a special report entitled, "The economic benefits of conserved lands, trails, and parks on the North Olympic Peninsula." The report finds that conserved lands are key economic drivers that generate hundreds of millions of dollars in economic benefits each year. This is an application that has been in process for over two years, and was started before Jefferson Land Trust purchased this property in March 2018 for the purpose of protecting threatened salmon habitat with funds from the State of Washington Recreation and Conservation Office (RCO), and Jefferson County Conservation Futures Fund. I am writing to let you know that we recently heard from our RCO grant manager on October 23 that if we are unable to complete the BLA process and receive an amended legal description for the property that we purchased, the State will seek reimbursement for all of their funds that have gone toward the project (>$100,000) by spring of 2021. The reason that it is so critical to get this revised legal description recorded and the BLA process completed is because RCO will not finalize their partnership in a project until a Deed of Right held by the State is recorded, and they will not record a Deed of Right without an accurate legal description. The Land Trust purchased the property that is described in the revised legal description for parcel 802021005, and we must have the Deed of Right match what was purchased. The Land Trust, and Jefferson County Conservation Futures program, for that matter, have invested a lot of resources to preserve this land and are in no position to reimburse the State RCO the grant funds that were used to purchase the property. While I understand from you that your other staff do not have much experience with BLA's, I want to underscore that I feel like this process has been close to final approval for many months. As you can likely see in DCD's records, Michelle sent us a letter dated January 16, 2020 indicating which problems still existed on the application. We have addressed all of these points, and therefore expect that the application can soon be approved. In late 2019, the Land Trust submitted all of the documents for recording, and paid the REET for the process. Is it possible for your office to approve these amended changes and record the BLA? If you or another staff member needs time with Jefferson Land Trust to get caught up on this project, we are more than happy to schedule a meeting. We look forward to hearing back from you. I'm following up with you about MLA 19-00058/SUB19-00006, which you and I spoke on the phone about a couple weeks ago. This is an application that has been in process for over two years, and was started before Jefferson Land Trust purchased this property in March 2018 for the purpose of protecting threatened salmon habitat with funds from the State of Washington Recreation and Conservation Office (RCO), and Jefferson County Conservation Futures Fund. I am writing to let you know that we recently heard from our RCO grant manager on October 23 that if we are unable to complete the BLA process and receive an amended legal description for the property that we purchased, the State will seek reimbursement for all of their funds that have gone toward the project (>$100,000) by spring of 2021. The reason that it is so critical to get this revised legal description recorded and the BLA process completed is because RCO will not finalize their partnership in a project until a Deed of Right held by the State is recorded, and they will not record a Deed of Right without an accurate legal description. The Land Trust purchased the property that is described in the revised legal description for parcel 802021005, and we must have the Deed of Right match what was purchased. The Land Trust, and Jefferson County Conservation Futures program, for that matter, have invested a lot of resources to preserve this land and are in no position to reimburse the State RCO the grant funds that were used to purchase the property. While I understand from you that your other staff do not have much experience with BLA's, I want to underscore that I feel like this process has been close to final approval for many months. As you can likely see in DCD's records, Michelle sent us a letter dated January 16, 2020 indicating which problems still existed on the application. We have addressed all of these points, and therefore expect that the application can soon be approved. In late 2019, the Land Trust submitted all of the documents for recording, and paid the REET for the process. Is it possible for your office to approve these amended changes and record the BLA? If you or another staff member needs time with Jefferson Land Trust to get caught up on this project, we are more than happy to schedule a meeting. We look forward to hearing back from you. Unfortunately, there is a six year forest harvest moratorium on that parcel that: “FPA2615400 application approved on 6/3/2018. Moratorium expires 6/3/2024. JCC18.20.160(5)(b) "Mandatory six year development moratorium. For six years after the date of the application the county shall deny any and all applications for permits and approvals, including building permits and subdivision approvals, relating to or for non foresty uses of land subject to the application." Green burials would be a non-forestry use.
