Stormwater improvements and concerns related to the Jefferson County Airport Runway overlay
project. We held a general pre-construction meeting in January, but the County was not included in the
original meeting. I am looking to schedule a conference call to discuss stormwater and TESCP
requirements with the county and the contractor. We would like to have this meeting occur sometime
next week, May 4th at the latest. Is there a time or day that works for the county for this call?

Title:CESCL REQUIREMENT
Wording
Sites with greater than 1 acre of disturbance trigger the requirement to have a developer-provided Certified
Erosion and Sediment Control Lead (CESCL) inspector and site log book, as per Element #12 Manage
the Project, of Minimum Requirement #2 Construction Stormwater Pollution Prevention. The CESCL
inspector must be identified by the time of start of construction, and must be present on-site or on call at all
times.

Wording Prior to commencing land disturbing activity, the proponent shall notify Jefferson County Public Works
(JCPW) and arrange a Preconstruction Meeting.

Wording Before any construction begins on-site, erosion control facilities shall first be installed.
Title:JCPW INSPECTION
Wording
In accordance with the Jefferson County Unified Development Code, Section 18.30.080 (1) (f): Clearing,
grading, and construction of roads, bridges, utilities, and stormwater management facilities shall be
inspected by JCPW. In order to enable the department to conduct inspections in a timely manner, the
applicant shall notify the department in a timely manner regarding the project construction schedule. Typical
Inspections: • Installation of temporary erosion and sediment control measures • Clearing (and Grading)
and road subgrade preparation; • Placing roadway gravel base; • Placing roadway crushed surfacing top
course; • Placing improved roadway surface (chip seal or asphalt concrete); • Construction of stormwater
management facilities. Additional inspections may be deemed necessary as project progresses.
Title:ENGIN EER OF RECORD LETTER
Wording
After construction is complete and prior to final DCD project approval, the proponent shall submit a letter
to the Public Works Department, from the Engineer of Record (EOR), certifying that the stormwater
management facilities have been constructed per the approved plans & clarifications. It is the responsibility
of the proponent to schedule inspections with the EOR, his designee &/or qualified inspection firm(s),
approved by the EOR, to provide for said final certification.
Title:SW MGMT FAC MAINT AGREEMENT
Wording
To meet the requirements of the Jefferson County Unified Development Code, the SWMMWW
Requirement #9, Operation and Maintenance, and to ensure that the approved stormwater management
facilities are appropriately maintained for the life of the project, prior to final DCD project approval, the
proponent shall enter into a Stormwater Management Facility Maintenance Agreement with Jefferson
County. The Public Works Department will send a copy of the Agreement to the proponent which has
been signed by the Public Works Director. The proponent shall sign the Agreement before a notary, file it
with the Jefferson County Auditor, and provide Public Works with a copy of the recorded document.
Title:PW FEES
Wording
Prior to DCD project approval, the proponent shall pay all costs related to the Public Works Department’s
application review, plan review, inspections, and preparation of the Stormwater Management Facility
Maintenance Agreement. In the event that approval for the proposal is denied by Jefferson County or the
proposal is not completed, the proponent shall still be responsible for paying the Public Works
Department’s fee.
Title:CO NSTR SW GEN ERAL PERMIT
Wording
The project includes clearing, grading and/or excavation that results in the disturbance of one or more
acres. The proponent shall verify with Ecology as to whether they are required to apply for an N PDES
Construction Stormwater General Permit (CSGP).
Title:BUFFER MITIGATION
Wording
Construction shall not encroach into buffer areas. Any areas of wetland buffer that are impacted during
construction shall be revegetated and returned to their currrent vegetative composition within one growing
season.
Title:BUFFER MARKING
Wording
Buffers shall be marked with temporary signs at an interval of one per parcel or every 100 feet, whichever
is less. Signs shall remain in place prior to and during approved construction activities. The signs shall
contain the following statement: "Wetland & Buffer--Do Not Remove or Alter Existing Native Vegetation."

Wording
Pursuant to JCIA Critical Areas Report, Wetland A and Wetland C are Category III in a high intensity use
area (JCC 18.22.330(3)) and shall have a buffer of 150-feet, measured perpendicularly from the wetland
edge.

The proponent shall install the stormwater management facilities and implement the Best Management
Practices (BMP’s) to control stormwater, erosion and sediment during construction per the Stormwater
Site Plan signed June 19, 2019 by Shannon Kinsella PE Engineer of Record (EOR) of Reid-Middleton,
Everett, WA. BMPs shall address permanent measures to stabilize soil exposed during construction, and in
the design and operation of stormwater and drainage control systems.

The Department of Community Development approved the submitted stormwater plan. The applicant shall
fully implement the provisions of the submitted plan prior to development. N o clearing for roadways or
utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation
and erosion control measures have been completed.
Case Findings
Below is a list of findings for this permit case. Findings
typically record facts that the staff are using as the basis of
their permit processing decisions.
Title:ROAD SYSTEM IMPACTS
Wording
Jefferson County Unified Development Code, Sections 18.30.020 (5), General Development Standards,
states that all land use activities shall be served by appropriate transportation facilities. Transportation
facilities shall be adequate to meet the level of service standards adopted in the Jefferson County
Comprehensive Plan and the appropriate design standards referenced in JCC 18.30.080 (1)(a). For
construction purposes, the project site is accessed from the east off of State Route 19 & from the west off
of State Route 20 on existing approaches. No additional traffic is proposed by this project. Jefferson
County Public Works Finding: The project will likely not impact the County road system.
Title:PRO JECT DESCRIPTIO N
Wording
The site is currently served by a 2-cell stormwater detention pond. Of the 187-acre site, the project area is
limited to approximately 18.9 acres. The project proposes to disturb approximately 13.75 acres,
reconstruct the runway, and relocate a taxiway. The replaced runway and taxiway area of approximately
5.45 acres are pollution generating impervious surfaces. The proposal is subject to Minimum Requirements
(MR) #1 thru #9 of the 2014 Stormwater Management Manual for Western Washington. The Plan
proposes to meet MR #6 Runoff Treatment with basic treatment provided by Best Management Practice
(BMP) T9.40, a Basic Filter Strip around the runway and taxiway. The Plan proposes to upgrade the
underdrain system. The plan proposes to install new a conveyance ditch. The Plan analyzed the existing
detention pond facility and determined that it is of adequate size for current needs.
Title:F-EXEMPT WETLAN D B
Wording
Pursuant to the JCIA Critical Areas Report, Wetland B is 0.03 acre in size, and meets exemption
requirements of JCC 18.22.300(2), including provisions of JCC 18.22.300(2)(a) through (f), and does not
meet the classification/designation criteria or protection standards of JCC 18.22.330.
Title:F-ISO LATED BUFFER AREAS
Wording
Pursuant to the JCIA Critical Areas Report, Wetland A and Wetland B includes functionally isolated buffer
areas where they intersect paved surfaces associated with the runway. Buffers need not include areas that
are functionally isolated and physically disconnected from the wetland by a substantial developed surface
JCC 18.22.330(6)(a)(ii).

Wording
The Geographic Information Systems mapping review identified the following Critical Areas on the subject
property: Fish and Wildlife Habitat Conservation Area (FWHCA) Type "N" stream, wetlands, Critical
Aquifer Recharge Area (CARA), Special Aquifer Recharge Protection Area (SARPA) & Susceptible
Recharge Area (SUSC).
Title:F-Aquifer Recharge Area
Wording Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow
percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic
formations that contain sufficient saturated permeable material to yield significant quantities of water to
wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of
Jefferson County.
Title:F-Susc. Aquifer Recharge Area
Wording Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid
infiltration of recharge waters to groundwater aquifers.

Wording
The applicant is proposing to create or replace 1,388,374 square feet of impervious surface and 592,618
square feet of land disturbing activities. Sections 18.30.060 and 18.30.070 of the Jefferson County Unified
Development Code requires that your proposal submit a Large Project Stormwater Plan.

Jefferson County determined that this proposal is categorically exempt from review under the State
Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(3) Repair, remodeling and maintenance
activities of existing transportation facilities involving no material expansions or changes in use beyond that
previously existing.
Title:F-Site Plan Changes
Wording
The Site Plan and Stormwater Management Plan as submitted with the Stormwater Permit application on
July 23, 2019 has been reviewed for consistency under the UDC, and has been approved by Jefferson
County Department of Community Development. Any modifications, changes, and/or additions to the
stamped, approved Site Plan/Stormwater Management Plan dated January 14, 2020 shall be resubmitted
for review and approval by Jefferson County Department of Community Development.

Wording
This approval is for a stand-alone stormwater permit only. Any future permits on this site are subject to
review for consistency with applicable codes and ordinances and does not preclude review and conditions
which may be placed on future permits.

Comprehensive Land Use Map effective December 10, 2018 (O rdinance No. 14-1210-18).
