Shoreline Jurisdiction has a 150-foot buffer measured from OHWM + 10-foot building setback from the
buffer. I believe you did a buffer reduction so you will closely follow the Habitat Management Plan. I’m
concerned about the question—what do you have in mind?

Regarding maximum building size without a permit, there are caveats on when this applies. I’ve attached
a brochure. We recently changed it from 200 square feet to 400 square feet, and I believe our Building
Division posted it on our website. You have to be out of buffers, including the shoreline buffer + 10-foot
building setback.

EXEMPT RESIDENTIAL ACCESSORY STRUCTURES
One-story detached accessory structures used as tool and storage sheds, greenhouses,
storage buildings, playhouses and similar uses provided the floor area does not exceed 400
square feet (Measured outside wall to outside wall).
There is no limit on the number of accessory structures, except that the site requirements, such
as setbacks, building lot coverage, and impervious surface allowances, will limit the number of
structures that can be located on the site.
PROVIDED:
✓ Detached single story 400 square foot floor area or less.
✓ Not for use as habitable space, detached accessory structure only.
✓ Eave overhangs shall not exceed 24 inches (610 mm) measured horizontally;
R804.3.2.1.1.
✓ Wall height not to exceed 10 Feet; R301.3 & R602.3(5).
✓ Residential use only 2015 IRC 105.2.
✓ Must maintain all zoning setbacks and critical area setbacks and buffers. If critical areas
and setbacks are in questions please meet with a land use planner.

✓ Plumbing is not allowed without a building permit and must comply with all
Environmental Health regulations. Contact EH at 385-9444.
✓ Heated structures will require a building permit from DCD in order to meet energy code
requirements.
✓ Must be built to code per the 2015 IRC.
✓ Eaves may extend 24 inches beyond the exterior wall.
✓ May contain a storage loft space that does not exceed 1/3 the building area, will not
count toward the square footage.
Accessory structures under 400 SF do not require a building permit. However, even if a building
permit is not required, accessory structures must still conform to the site requirements, such as
setbacks, height, impervious surface and building lot coverage.

Can the Structure be heated?
Yes. A permit is required to add heat. Jefferson County is required to check for energy code
compliance for structures that are heated. A site plan will need to be submitted with the
Application and Minor Permit application. For more information on the energy code
requirements visit http://www.energy.wsu.edu/BuildingEfficiency/EnergyCode.aspx. A basic
section through the structure indicating the insulation values, equipment sizing calculations and
efficiency must be provided. Any structure that is not a residence is considered “commercial”
under the requirements of the commercial energy code. Please refer to the commercial energy
code which offers more flexible requirements.
Can the structure contain plumbing fixtures?
Yes. A permit is required to add plumbing fixtures. A site plan will need to be submitted with the
Application and Minor Permit application. The site plan shall meet site plan submittal standards
and depict the sewage and water line connection to ensure compliance with the Public Health
Department requirements. A review fee is associated with this review. Separate tank placement
permits or revision to the existing septic system may be required.

consultation fees on our website front page. Appointment times for this new service are available
Tuesday-Thursday from 1pm-4:30pm. Customers must request appointments at least 48 hours in
advance. Walk-in hours are 10:30am-12pm Monday-Thursday. All walk-in meetings as well as
appointments require a minimum $50 for 30 minutes or $100 for 1 hour.

The septic and building permits have a couple of signoffs yet from others & I’m riding herd on them.
They will be completed soon.
Regarding the Shoreline Exemption fee, I did not find any error in billing and I have the Exemption now
in the building case file. I had been billing toward exemption fees that Donna had already expended
with the septic work, and the second exemption fee provided my review resources. Please let me know
if you have questions.

I wanted to check on the progress of the septic system shoreline exemption permit and fee.
The check for the permit fee was cashed by DCD. When I checked my bank statement, it showed the
check was cashed on September 11. The check number was 3080 in the amount of $730.80. Your accounting
department should have a record of it.
Please let me know where the county is in the progress of the permit.

The check for the permit fee was cashed by DCD. When I checked my bank statement, it showed the
check was cashed on September 11. The check number was 3080 in the amount of $730.80. Your accounting
department should have a record of it.
Please let me know where the county is in the progress of the permit.

I received a letter Thursday September 3, 2020 from DCD. The letter was dated August 6, 2020.
Unfortunately, it was mailed to our old address in Gainesville, GA and was finally forwarded to us here
at our new address.
The letter states the septic application has been forwarded to DCD for review. The letter also states a
portion of the septic system is proposed within shoreline jurisdiction and a shoreline exemption permit
is required.
I am mailing off the permit application with the fee today.

I just received a letter dated June 22, 2020 from Roger Parker at Jefferson County Environmental Public
Health regarding this permit. It was originally mailed to our old address in Gainesville, Georgia right at
the time we were moving to Poulsbo, Washington. Unfortunately it just now was forwarded to us.
The letter states the JCPH office has completed their review and is awaiting sign off from Jefferson
County DCD. The letter also states JCPH has completed the inspection of the soils test holes and is
requesting me to fill in the holes.
I will notify you when the holes are filled so you can proceed with the sign off.
