Analysis/Strategic Goals/Pro's a Con's: Thorndyke Road MP 4.71 Culvert Replacement is a transportation improvement project included in the officially adopted 2019-2024 Transportation Improvement Program (TIP) as Item No. 11. The project will replace the fish barrier culverts at this location with a new fish-passable structure. Jefferson County secured funding from the Fish Barrier Removal Board (FBRB) for project design in July 2019. This supplement to the Professional Services Agreement is for design of additional stream habitat features required by the Washington State Department of Fish and Wildlife Technical Review Team. The work will include additional meetings, stability analysis and design of Large Woody Material, and additional hydraulic analysis. Fiscal Impact/Cost Benefit Analysis: The amount for Supplement No. 2 is $8,937. The new maximum amount payable under this agreement is $241,069. Cost may need to be reimbursed at 100% from the Road Fund. Public Works is checking with the FBRB on the availability of supplemental grant funding. Recommendation: Public Works recommends that the Board execute all three (3) originals of the Supplement with KPFF Consulting Engineers, and return two (2) originals to Public Works for further processing. Project Title: Thorndyke Road MP 4.71 Culvert Replacement New Maximum Amount Payable: $241,069.00 Description of Work: This supplement to the original contract is to design additional stream habitat features required by the Washington State Dept. of Fish and Wildlife Technical Review Team. The work will include additional meetings, stability analysis and design of Large Woody Material, and additional hydraulic analysis. SUPPLEMENTAL AGREEMENT The Local Agency of Jefferson County Public Works hereby amends the agreement with KPFF Consulting Engineers (“the Agreement”), executed on September 16, 2019 (and later amended through Supplemental Agreement No. 1, executed on August 17, 2020 (“this Supplemental Agreement”).) All provisions in the Agreement remain in effect, except as expressly modified by this Supplemental Agreement. The changes to the Agreement are described as follows: Item 2, Scope of Services, shall be amended by adding Task No. 10, ADDITIONAL HYDRAULIC ANALYSIS, and adding Task No. 11, LARGE WOODY MATERIAL DESIGN AND PERMITTING. The revised scope of work under Task Number 10 and 11 are set forth in the attached Exhibit A, and by this reference made a part of this supplement. Item 4, Payment shall be amended as follows: Task No. 10, ADDITIONAL HYDRAULIC ANALYSIS, will have a maximum amount payable of $1,325.00. Task No. 11, LARGE WOODY MATERIAL DESIGN AND PERMITTING, will have a maximum amount payable of $7,612.00. The new, total maximum amount payable for the Agreement will be $241,069.00 as shown below, and as detailed in the attached Exhibit B. SERVICES KPFF, with subconsultants, will oversee and manage services necessary to accomplish the scope of work for the following efforts: TASK 10 – ADDITIONAL HYDRAULIC ANALYSIS Watershed Science and Engineering (WSE) will provide the following additional services to support the LWM stability analysis. 10.1 Provide additional hydraulic model output at LWM locations in support of LWM stability analysis, such as water depth and velocity. 10.2 Additional collaboration for design. TASK 11 – LWM DESIGN AND PERMITTING KPFF will provide stability analysis and design of additional LWM in response to WDFW comments. 11.1 Perform stability analysis using Computational Design Tool for Evaluating the Stability of Large Wood Structures (Rafferty 2016), the current WSDOT reference for calculations. 11.2 Provide plan and details for additional LWM pieces. 11.3 KPFF will attend an additional collaboration meeting on a virtual platform with WDFW and Jefferson County to present the design changes. ASSUMPTIONS/EXCLUSIONS In addition to any assumptions previously made in this proposal, the following assumptions have been made in preparation of this scope of work: 1. Any scope of work requested or required that is not specifically identified in one of the tasks above may be considered an additional service. Prior to completing any such work, KPFF will discuss with Jefferson County the need and impact on the scope and fee.
