HomeMy WebLinkAbout032221_ca10 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS CONSENT AGENDA REQUEST TO: Board of County Commissioners FROM: Mark McCauley, Central Services Director DATE: March 22, 2021 RE: Amendment No. 1 re: AGREEMENT re: Affordable Housing/Homelessness Grant Funding; Critical Home Repairs;An additional amount of$20,000, bringing the total amount to $40,000; Habitat for Humanity STATEMENT OF ISSUE: On October 5, 2020, the Board of County Commissioners approved the Housing Joint Oversight Board's recommendation for funding to Habitat for Humanity in the amount of$20,000 (Fund 148) of their requested $40,000 to provide critical home repairs to homeowners living in Quilcene, Brinnon and other rural areas. At an October 28, 2020 Joint Oversight Board meeting, Habitat for Humanity Executive Director, Jamie Maciejewski voiced her concern over the underfunding of the Habitat for Humanity Repair grant. After discussion, the JOB members approved a motion to recommend that the BOCC fund the additional $20,000 requested. ANALYSIS: In order to make the additional $20,000 available the Board need to approve a motion approving the additional funding and approve a contract amendment, which is attached. The amendment also revises the project start date to match the date of award approval by the Board of Commissioners, which was October 5, 2020. FISCAL IMPACT: This request is for$20,000 in funds from Fund 148 which has sufficient fund balance to cover the additional amount. RECOMMENDATION: Staff recommends that the Board of County Commissioners pass a motion approving the additional grant award recommendation of the Joint Oversight Board for expenditure in 2021, from Fund 148, and approve the attached contract amendment which increases the contract to $40,000 and amends the project start date. REVI Ed By: c, ( Philip Morley; Copnty_Administrator Date AMENDMENT TO THE GRANTEE AGREEMENT HABITAT FOR HUMANITY FOR CRITICAL HOME REPAIRS This Grantee Agreement Amendment("Amendment")is by and between Jefferson County,a Washington political subdivision("County") and Habitat for Humanity, ("Grantee"). WHEREAS, on October 5, 2020,the Jefferson County Board of Commissioners approved a grant to Habitat for Humanity for critical home repairs; and WHEREAS,the grant was funded in the amount of$20,000; and WHEREAS,the Joint Oversight Board on October 28,2020 recommended the grant amount be increased to $40,000; and WHEREAS,the county has funds available for the increased grant amount; WHEREAS, the Parties want to amend the Grantee Agreement entered into between them; NOW, THEREFORE,the Parties agree to amend the grant agreement, as follows: Paragraph 1. Paragraph 1.,which now reads: 1. Grant Commitment. A 100%grant of funds is hereby made to Recipient for the Project described in Section 2. The approved maximum amount of the grant shall be $20,000, all from Fund 148. The grant($20,000) shall be available based on submission of appropriate invoices pursuant to Section 3. is amended to read: 2. Grant Commitment.
