SUBJECT: Reappoint Rob Harbour to serve a third 4-year term to represent
open interest—working lands
STATEMENT OF ISSUE:
Public Health requests that the County Commissioners reappoint Rob Harbour to the Conservation Futures
Citizen Oversight(CF)Committee to serve a third 4-year term to represent an open interest.
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
Two vacancies on the CF Committee,to represent District 3 and an Open Interest,were advertised in the
Peninsula Daily News on March 3, 2021. Mr. Harbour responded to the ad prior to the March 18, 2021
deadline. He was the only person to apply for this open interest seat.
Mr. Harbour has served very admirably on the CF Committee, including as Chair and Vice Chair. He has
a wealth of knowledge of committee process and land conservation from his experience as a planner for
Island County,a member of the Whidbey Island Land Trust Board of Directors, manager of Ebey's
Landing National Historic Reserve, and a planning director for the Town of Coupeville. While serving on
the CF Committee in the capacity of an open interest, Mr. Harbour has represented"Working Lands."
FISCAL IMPACT/COST BENEFIT ANALYSIS:
There is no fiscal impact to the county's General Fund for reappointing Mr. Harbour to a third 4-year term
on the CF Committee.
RECOMMENDATION:
Public Health requests that the County Commissioners that the County Commissioners reappoint Rob
Harbour to the Conservation Futures Citizen Oversight Committee to serve a third 4-year term to represent
the open interest, "Working Lands".
