APPROVAL OF MINUTES Member Raab moved to approve the meeting minutes of March 24, 2021. Vice Chairman Taylor seconded the motion which carried by a unanimous vote. ASSESSMENT CORRECTIONS AND PETITION WITHDRAWALS: Chairman Gillette reviewed with the Board the following assessment corrections and petition withdrawals. No action required. NAME APPEAL NO. The request must be filed by April 30 of the year following the assessment year. Vice-Chairman Taylor moved to approve the request to reconvene. Member Raab seconded the motion which carried by a unanimous vote. The Board began post hearing deliberations at 10:06 a.m. a.m. At the conclusion of the deliberations the Board resumed the regular meeting at 10:21 a.m. and the following actions were taken. After reviewing all the information submitted, the Board concurred that the appellant did not present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the Assessor. Vice-Chairman Taylor moved to sustain the Assessor's valuation of$163,318. Member Raab seconded the motion which carried by a unanimous vote. After reviewing all the information submitted, the Board concurred that the appellants did not present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the Assessor. Vice-Chairman Taylor moved to sustain the Assessor's valuation of$694,521 ($176,000 for the land and $449,813 for the improvements). Member Raab seconded the motion which carried by a unanimous vote. After reviewing all the information submitted, the Board concurred that the appellants did not present clear, cogent, and convincing evidence necessary to overcome the presumptive correctness of the Assessor. Member Raab moved to sustain the Assessor's valuation of$240,335 ($136,620 for the land and $103,715 for the improvements). Vice-Chairman Taylor seconded the motion which carried by a unanimous vote. (See also minutes of March 24, 2021) Matthew Bye BOE 20-16-R 933 200 008 1104 Garfield Street Port Townsend,WA. 98368 The Board of Equalization held a hearing on March 24, 2021. The Appellants in their written and testimony stated that they overpaid for the property based on comparable sales in the neighborhood. They stated that the Assessor's representative incorrectly used their purchase price for the property plus an amount reflecting a workshop that they built on the property. They listed three recent property sales to support their position. The law requires that the Board of Equalization presume the Assessor's valuation to be correct unless the Appellant presents clear, cogent and convincing evidence to the contrary. After consideration, the Board finds that the Appellant did present evidence necessary to overcome the presumptive correctness of the value established by the Assessor which was not addressed by the Assessor's representative. Board of Equalization Meeting Minutes—March 31, 2021 Page: 4 After consideration of all testimony, evidence and the Assessor's Representative's recommendation, Vice- Chairman Taylor moved to overrule the Assessor's original determination of$802,323 ($263,340 for the land and $538,983 for the improvements) and reduce the value to $750,000 ($263,340 land and $486,660 improvements). Member Raab seconded the motion which carried by a unanimous vote.
