MINUTES Jefferson County Board of Commissioners Regular Meeting — March 22, 2021, 9:00 a.m. Jefferson County Courthouse —Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments submitted by individuals via email which reflect their personal opinions and which were read aloud by the County Administrator: • Comment regarding marijuana zoning. • Comment regarding working from home and marijuana zoning. • Comment regarding noise coming from the Jefferson County Sportsmens Association(JCSA), and shooting outside of posted hours. • Comment regarding marijuana zoning. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 17-21 re: Construct Roads and Utilities on a Portion of Public Right of Way known as McKinley Street 2. AGREEMENT, Supplement No. 2 re: Thorndyke Road Culvert Replacement, M.P. 4.71, County Project No. 18020580; In the Amount of$8,937 for a Project total of$241,069; Jefferson County Public Works; KPFF Consulting Engineers 3. Payment of Jefferson County Payroll A/P Warrants Done by Payroll Dated March 12, 2021 Totaling $135,029.60 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended. 2 Commissioners Meeting Minutes of March 22, 2021 WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. The meeting was recessed at 10:33 a.m. and reconvened at 10:42 a.m. with all three Commissioners present. PRESENTATION AND BRIEFING RE: 2020 Comprehensive Plan Amendments, Planning Commission Recommendation and Staff Report: Department of Community Development (DCD) Interim Planning Manager Austin Watkins and Planning Commission Chair Richard Hull were present for the briefing. Mr. Hull provided an overview of the Planning Commission process and recommendations. Interim Planning Manager Watkins gave a Power Point presentation on the following Dockets: MLA19-00019—Text amendments to marijuana related development regulations, MLA20- 00116—Text amendments to support sewering the Brinnon Limited Area of More Intensive Rural Development, MLA20-00102—Text amendments to support the Port Hadlock Urban Growth Area Sewer Facility Plan Update, and MLA20-00039—Seton site-specific rezone from RR1:10 to RR1:5, Parcel ID No. 001281002, located at Airport Cutoff Road(SR19) and Romans Road. Chair Dean delegated Chairing duties to Commissioner Brotherton in the event she may not arrive in time for the reconvening of the afternoon session. The meeting was recessed at 11:57 a.m. and reconvened at 1:30 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • DISCUSSION re: Concept Paper and Process for Designating Jefferson County's Associate Development Organization (ADO); if needed Commissioner Eisenhour will work with the County Administrator on a Request for Proposals (RFP)process • ADDITIONAL BUSINESS: MOTION re: ICLEI Annual Membership: Commissioner Eisenhour moved to authorize the County to pay for the 2021 Annual ICLEI membership for the Climate Action Committee team and to bill the City of Port Townsend for half of the membership dues. Commissioner Brotherton seconded the motion which carried by a unanimous vote. • ADDITIONAL BUSINESS: MOTION re: Economic Impacts Analysis to.Jefferson County on Reductions in Washington State Ferry Service Invoice: Commissioner Eisenhour moved to authorize the County to pay an invoice for$3,333 for an Economic Impact study. Commissioner Brotherton seconded the motion which carried by a unanimous vote. The invoice will pay Jefferson County's portion of the bill. The City of Port Townsend and the Port of Port Townsend each paid the same amount. • ADDITIONAL BUSINESS: MOTION re: Kilmer Community Projects/Infrastructure List; After discussion, Commissioner Brotherton moved to authorize the Chair to work with the County Administrator to prepare letters to the Port of Port Townsend, Jefferson County PUD and the City of Port Townsend in support of their projects and send to Congressman Kilmer's Office. She announced that during the meeting, she will need to leave to attend another event and delegating Chairing duties to Commissioner Brotherton in her absence. MINUTES re: Special Meeting of March 17, 2021 DISCUSSION re: Planning Commission Recommendations re: 2020 Comprehensive Plan Amendment Final Docket Proposals and Hearing Notice: Department of Community Development (DCD) Director Patty Charnas and Interim Planning Manager Austin Watkins were present for the briefing. They discussed the Board of County Commissioners' options regarding the Planning Commission's recommendation on the 2020 Comprehensive Plan Docket proposals as: 1) Accept the recommendations as presented with no modifications; or 2) Make modifications to the recommendation which will require a public hearing. DCD staff recommended that the Commissioners modify the recommendations so that Docket MLA20-00102 is consistent with the recent Washington State Department of Ecology approval of the Port Hadlock UGA Sewer Facility Plan update. Since one docket needs to be modified, there will need to be a hearing on all of the 2020 docket items. After discussion, Commissioner Brotherton moved to modify the Planning Commission's recommendation on the 2020 Docket proposal and approve a HEARING NOTICE to schedule a BOCC public hearing on the 2020 Docket proposals on April 19, 2021 at 11:00 a.m. Commissioner Eisenhour seconded the motion. After a brief discussion, Chair Dean called for a vote on the motion. The motion carried by a unanimous vote. The upcoming hearing will be virtual. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. Chair Dean left the meeting at 10:14 a.m. and transferred Chairing duties to Commissioner Brotherton. The meeting was recessed at 10:36 a.m. and reconvened at 1:31 p.m. with all three Commissioners present. Chair Dean resumed Chairing duties. BRIEFING re: Paradise Bay Water District Issues: The following concerned individuals met with the Commissioners regarding Paradise Bay Water District Issues: Water District No. 1 Commissioner/Chair Raelene Rossart, Water District No. 1 Water Manager Mike McClure and citizen Wendy Wrinkle. Their concern is regarding an upcoming Rainier timber harvest in the Port Ludlow area. 2 nERAF Commissioners Meeting Minutes of April 5, 2021 COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • West End issues; Public Works and Environmental Health staff were present to discuss two issues facing the West End: 1) Invasive weeds were discovered in the area; and 2) Western Federal Lands cut a road through a nature conservancy and they are working to correct their mishap The meeting was recessed at 3:20 p.m. and reconvened at 3:31 p.m. with all three Commissioners present.
