Public Present
Theresa Percy, Friends of the Trails; Jeff Chapman, Jefferson County Assessor, member of the Buckhorn
Range Chapter of the Back Country Horseman of Washington, and volunteer at the Cape George Solid
Waste Property.
Public Comment
Jeff Chapman expressed concern over the reversion of the Jefferson County Horse Park to Solid Waste
Property. He recommended that the property continue as a park. He noted that volunteers have
donated time and money to the park.
Theresa Percy said the Cape George Solid Waste property should remain accessible to the public. She
wants to keep the trails in the property and planning to continue. She said she appreciated the
communication with Al Cairns that occurred prior to the meeting.

Moved by Marianne, seconded by Tim, and carried all in favor: to adopt the agenda with postponement
of Initial Fee Schedule Update Review.
Minutes approved
Moved by Tim, seconded by Roger Hall, and carried all in favor: to accept meeting minutes from
December 2, 2020.
Open Forum for Board member
It was clarified the Draft Fee Schedule update will be presented at the next JCPRAB meeting, April 7th.

NEW BUSINESS
Cape George Solid Waste Property Update- Al Cairns
Al Cairns reviewed the history of the Cape George Solid Waste property and presented Solid Waste’s
intent to retain trails and public access to the property. Al said that Solid Waste will only need a portion
of the property for new facilities. Collaboration with JCPRAB and Friends of the Horse Park is welcome in
future planning. Al gave suggestions on how interested parties could be further involved in the process.
It was noted that collaboration benefits our small county; that participation in the Solid Waste Advisory
Committee by JCPRAB members is encouraged, and that Trailhead Park across the Cape George is a
dedicated county park with trails. It was confirmed that Jefferson County Horse Park will be removed
from Parks & Recreation comprehensive plan.
Proposal for SAIL Fitness Signs at HJ Carroll Park
Guest: TJ Plastow, East Jefferson Rotary representative
TJ Plastow proposed the installation of 8 senior fitness program signs called “Staying Active and
Independent for Life” (SAIL) around the HJ Carroll perimeter loop promoting movement and exercise.
The idea was informally well received by the board. A recommendation decision will be provided at next
JCPRAB meeting. Staff will also discuss the proposal.
Initial Fee Schedule Update Review-- Postponed

Moved by Heidi, seconded by Malloree and carried all in favor: to appoint Marianne as Chair & Tim as
Vice Chair.
OLD BUSINESS
Irondale Interpretive Sign – Draft Presentation
Chelsie presented the Irondale Beach History Interpretive sign. Options for interactive walking tours
discussed. The draft sign was well received by the board. There is no set date for installation. The goal is
the summer of 2021.
Forestry update
Malloree gave updates on the forestry project. Malloree collaborated with Nhatt Nichols on an
informational comic about the project. Board members will receive their own copy of the comic. Options
for the wood include selling firewood, selling it as pulp, making bio char or chipping it for mulch.
The trails in all parks will be preserved. Volunteers are welcome to help plant donated trees on Feb 13-
14 9am-3pm.
Spring Parks Tour
Date: April 21, 2021
Locations: Gibbs Lake, Indian Island, East Beach, Irondale Beach
Chimacum Park Campground Update
Vern met with Environmental Health. The only concern would be waste water disposal. Options were
reviewed and a septic system would satisfy all short and long term development needs. Portable toilets
are not ideal but were not ruled out. Vault toilets are also an option. Vern will provide estimates for a
design fee at next meeting. This is not an active project, but purely research.
