MINUTES
Jefferson County Board of Commissioners
Special Meeting — March 29, 2021, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:
• Comment regarding the Port Hadlock Sewer Project.
• Comment regarding the Port Hadlock Sewer Project.
• Comment regarding marijuana growing and processing in rural residential zones.
• Comment regarding homelessness in Jefferson County.
• Comment regarding marijuana growing and processing in rural residential zones.
• Comment regarding the 7th and Hendricks Affordable Housing Project.
• Comment regarding the 7th and Hendricks Affordable Housing Project.
• Comment regarding noise coming from the Jefferson County Sportsmens Association.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Eisenhour moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton
seconded the motion which carried by a unanimous vote.
1. RESOLUTION NO. 18-21 re: Allocating $75,000 from Fund 148 for the 7th and Hendricks
Affordable Housing Project by Olympic Community Action Programs (OlyCAP)
2. AGREEMENT re: Mental Health Navigator Services to Assist with Mental Health and
Substance Abuse; In the Amount of$63,209, Provided by Grant Funding; Jefferson County
Sheriff's Office; MSC Counseling Group, LLC
3. AGREEMENT No. E21-021, Amendment A re: E911 Basic Service Operations Funding;
Additional Amount of$78,250 for a Total of$380,785; Jefferson County Sheriff's Office and
JeffCom; Washington State Military Department, E911 Program

4. ADVISORY BOARD REAPPOINTMENT re: Conservation Futures Citizen Oversight
Committee; Four Year Term to Expire March 18, 2025; Open Interest-Working Lands
Representative, Rob Harbour
5. ADVISORY BOARD APPOINTMENT re: Conservation Futures Citizen Oversight
Committee; Four Year Term to Expire March 18, 2025; District No. 3 Representative, Guy
Dobyns
6. Payment of Jefferson County Vouchers/Warrants Dated March 22, 2021 Totaling
$608,366.09 (Records of all claims submitted for payment along with vouchers approved and signed by the Board
of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
7. Payment of Jefferson County Payroll Warrants Dated March 19, 2021 Totaling $76,715.43
and A/P Warrants by Payroll Dated March 19, 2021 Totaling $15,897.97 (Records of all claims
submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the
Jefferson County Auditor's Office)
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
The meeting was recessed at 10:35 a.m. and reconvened at 10:47 a.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Potential Agreement with the Prothman Company; The Commissioners agreed to table
discussion until the next Board of County Commissioners (BOCC) meeting
• Community Outreach Meeting; upcoming public outreach meeting regarding the Port Hadlock
Sewer Project
• Infrastructure portal; Submitted projects to Senator Murray's portal: Port Hadlock Sewer,
Homeless Shelter,New County Administration Building, Olympic Discovery Trail, and a
combined JeffCOM and Department of Emergency Management building
• Associated Development Organization(ADO): Port of Port Townsend met and they will not be
submitting a request for ADO designation in the upcoming biennium. It is anticipated that
Economic Development Council (EDC) Team Jefferson will submit a proposal
• Washington State Noxious Weed Board; upcoming meeting
• Upcoming Rayonier timber harvest; to be discussed in more detail at a future meeting
• Legislative update
• Department of Community Development(DCD); upcoming all-staff meeting
• Calendar Coordination
