HomeMy WebLinkAboutM040521 tj � y`SJu NO MINUTES Jefferson County Board of Commissioners Regular Meeting — April 5, 2021, 9:00 a.m. Jefferson County Courthouse— Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to order at the appointed time. She announced that during the meeting, she will need to leave to attend another event and delegating Chairing duties to Commissioner Brotherton in her absence. PUBLIC COMMENT PERIOD: The following is a summary of comments submitted by individuals via email which reflect their personal opinions and which were read aloud by the County Administrator: • Comment regarding the decriminalization of entheogens. • Comment regarding the homeless encampment at the Jefferson Fairgrounds. • Comment regarding noise coming from the Jefferson County Sportsmens Association. Chair Dean opened the meeting to allow the public to comment either by video or phone. One comment was received: • Comment regarding the new method of listening to public comments. The Commissioners addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 19-21 re: HEARING NOTICE: First Quarter 2021 Budget Appropriations/Extensions; Various County Departments; Hearing Scheduled for Monday, April 19, 2021 at 10:30 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA 2. AGREEMENT re: 7th& Hendricks Land Option for Purchase and Sale for Affordable Housing Project; In the Amount of$36,200; Jefferson County Central Services; Olympic Community Action Programs (OlyCAP) 3. AGREEMENT re: 2021 Oak Bay Camp Host; In the Amount of$5,250, Services in Exchange for Campsite 1 Commissioners Meeting Minutes of April 5, 2021 4. AGREEMENT re: Feasibility Study to Advance the Waste Reduction Goals of the County's Solid Waste Management Plan(Chapter 1, Section 1.6, Goals of the SWMP); In the Amount of $4,444; Jefferson County Public Works, Solid Waste Department; Washington State Department of Ecology 5. AGREEMENT,Amendment No. 3 re: Local Source Control Partnership; No Dollar Amount; Jefferson County Environmental Public Health; Washington State Department of Ecology 6. AGREEMENT re: Executive Search Services;Not to Exceed $99,999; Jefferson County Human Resources; The Greg Prothman Company 7. ADVISORY BOARD REAPPOINTMENTS (3) re: Jefferson County Planning Commission; 1) Four Year Term to Expire March 17, 2025; District No. 1 Representative, Cynthia Koan; 2) Four Year Term to Expire March 17, 2025; District No. 2 Representative, Matt Sircely; and 3) Four Year Term to Expire March 17, 2025; District No. 3 Representative, Richard Hull 8. MINUTES re: Special Meeting of March 17, 2021 DISCUSSION re: Planning Commission Recommendations re: 2020 Comprehensive Plan Amendment Final Docket Proposals and Hearing Notice: Department of Community Development(DCD) Director Patty Charnas and Interim Planning Manager Austin Watkins were present for the briefing. They discussed the Board of County Commissioners' options regarding the Planning Commission's recommendation on the 2020 Comprehensive Plan Docket proposals as: 1) Accept the recommendations as presented with no modifications; or 2) Make modifications to the recommendation which will require a public hearing. DCD staff recommended that the Commissioners modify the recommendations so that Docket MLA20-00102 is consistent with the recent Washington State Department of Ecology approval of the Port Hadlock UGA Sewer Facility Plan update. Since one docket needs to be modified, there will need to be a hearing on all of the 2020 docket items. After discussion, Commissioner Brotherton moved to modify the Planning Commission's recommendation on the 2020 Docket proposal and approve a HEARING NOTICE to schedule a BOCC public hearing on the 2020 Docket proposals on April 19, 2021 at 11:00 a.m. Commissioner Eisenhour seconded the motion. After a brief discussion, Chair Dean called for a vote on the motion. The motion carried by a unanimous vote. The upcoming hearing will be virtual. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. Chair Dean left the meeting at 10:14 a.m. and transferred Chairing duties to Commissioner Brotherton. The meeting was recessed at 10:36 a.m. and reconvened at 1:31 p.m. with all three Commissioners present. Chair Dean resumed Chairing duties. BRIEFING re: Paradise Bay Water District Issues: The following concerned individuals met with the Commissioners regarding Paradise Bay Water District Issues: Water District No. 1 Commissioner/Chair Raelene Rossart, Water District No. 1 Water Manager Mike McClure and citizen Wendy Wrinkle. Their concern is regarding an upcoming Rainier timber harvest in the Port Ludlow area. 2 Commissioners Meeting Minutes of April 5, 2021 COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • West End issues; Public Works and Environmental Health staff were present to discuss two issues facing the West End: 1) Invasive weeds were discovered in the area; and 2) Western Federal Lands cut a road through a nature conservancy and they are working to correct their mishap The meeting was recessed at 3:20 p.m. and reconvened at 3:31 p.m. with all three Commissioners present.
