Jefferson County Board of Commissioners
Regular Meeting — April 12, 2021, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments made
virtually by individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding support for the County Ordinance regarding Parks.
The following is a summary of comments submitted by individuals via email which reflect their
personal opinions and which were read aloud by the County Administrator:
• Comment regarding homelessness locally and nationwide.
• Comment regarding noise coming from the Jefferson County Sportsmens Association.
• Comment regarding Public Comment Period.
• Comment regarding wearing face masks are proven to be ineffective.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period.
Chair Dean exited the meeting at 9:31 a.m. to address her technical difficulties. She delegated Chairing
duties to Commissioner Brotherton in her absence.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Eisenhour moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton
seconded the motion. The motion carried.
1. RESOLUTION NO. 20-21 re: To Vacate Two Unnamed County Alley Roads
2. AGREEMENT re: Patrol Sergeants Written Examination to create an eligibility list for
promotion hiring; In the Amount of$1,490; Jefferson County Civil Service Commission; Public
Safety Testing
3. REQUEST FOR FULL RECONVEYANCE re: Water Pollution Control Loan, Parcel 702 254
012; Jefferson County Public Health; Ray M. Canterbury and Nenette Z. Canterbury

Virtual Assembly) of April 5, 2021
5. Payment of Jefferson County Payroll Warrants Dated April 5, 2021 Totaling $974,534.84
and A/P Warrants Done by Payroll Dated April 5, 2021 Totaling $935,928.86 (Records of all claims
submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the
Jefferson County Auditor's Office)
The meeting was recessed at 9:38 a.m. and reconvened at 9:45 a.m. with all three
Commissioners present. Chair Dean resumed Chairing duties.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
The meeting was recessed at 10:35 a.m. and reconvened at 10:41 a.m. with all three
Commissioners present.
BRIEFING: UPDATE re: ANIMAL CODE AND PARKS CODE ORDINANCE:
Deputy Prosecuting Attorney (DPA) II Randon Draper, Sheriff Joe Nole and Parks and Recreation
Manager Matt Tyler were present for the meeting. DPA Draper stated that the need for the proposed
ordinances regarding Animal Code and Parks Code was initially due to researching and establishing
Jefferson County leash laws.
Sheriff Nole provided a Power Point presentation on the proposed update to the Jefferson County
Animal Code, specifically the need to address animals at large, dangerous dogs and animal shelters.
Manager Tyler provided a Power Point presentation on the proposed Parks Code Ordinance which
would address the use of drones, Remote Control (RC) cars, RC boats, RC planes, and metal detecting.
Staff will work on final draft documents to potentially bring forward with a hearing notice at the April
19, 2021 Board of County Commissioners meeting, with a tentative hearing to be held on May 3, 2021.
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended, reviewed their meeting schedules and discussed legislative updates.
The meeting was recessed at 12:01 p.m. and reconvened at 1:31 p.m. with all three
Commissioners present.
PRESENTATION AND INTERVIEW re: ECONOMIC DEVELOPMENT
COUNCIL (EDC) TEAM JEFFERSON: County Administrator Philip Morley provided information
regarding the Associated Development Organization(ADO) designation, which is chosen every two
years. He explained that initially, both the Port of Port Townsend and EDC Team Jefferson expressed
interest in submitting proposals for performing ADO services for the coming biennium. The Port of Port
Townsend ultimately chose not to ask for the designation, but decided to work as a partner organization
in support of the economic development mission.

EDC Team Jefferson Executive Director Brian Kuh and EDC Board of Directors President Ben
Bauermeister were present to give a presentation which reviewed Team Jefferson activities of the prior
year, charter and mission, finding balance, annual programs. They answered questions posed by the
Board and County Administrator.
BRIEFING re: JOINT OVERSIGHT BOARD (JOB) RECOMMENDATION ON
HB 1590 FUNDS FOR THE 7TH AND HENDRICKS AFFORDABLE HOUSING PROJECT:
County Administrator Philip Morley and JOB Facilitator Lizanne Coker briefed the Board on the JOB
recommendation to earmark 1590 funds for the 7th and Hendricks Street Affordable Housing Project.
After discussion Commissioner Brotherton moved to direct staff to prepare grant contracts for up to
$600,000 using HB 1590 revenues from 2021 and 2022 and bring back a grant agreement for Board
approval. Commissioner Eisenhour seconded the motion which carried by a unanimous vote.
The meeting was recessed at 2:57 p.m. and reconvened at 3:07 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• County Operations; Conversation tabled for two weeks
• ADDITIONAL BUSINESS: Open Public Meetings/Public Attendance: After discussion,
Commissioner Brotherton moved to direct the County Administrator to send Public Health
Officer Dr. Thomas Locke a request on behalf of the BOCC to revise his May 29, 2020 Order, to
align with the Governor's Proclamation, allowing remote-only public meetings to continue, and
allowing in-person public meetings to take place, at the discretion of the applicable legislative
authority until lifted by the Health Officer. Commissioner Eisenhour seconded the motion.
County Administrator Morley stated that this would apply to all meetings subject to the Open
Public Meetings Act(OPMA), which are subject by RCW. Chair Dean called for a vote on the
motion. The motion carried by a unanimous vote.
