Subject: Resolution to Create County Project
Countywide Bridge Load Re-Rating
Statement of Issue: Create a county project known as Countywide Bridge Load Re-
Rating.
Analysis/Strategic Goals/Pro's Ft Con's: The Federal Highway Administration (FHWA) has
mandated that load ratings for all bridges be updated to include ratings for a new class
of truck, identified as Specialized Hauling Vehicles. Examples would include dump
trucks and other single unit trucks that have extra axles and are therefore capable of
hauling heavier loads than a conventional single unit truck. Under the federal mandate
the County is required to update the load ratings for 22 bridges by December 31, 2022.
Jefferson County intends to use federal STP(R) funds for this work, which will be
obligated through an LA Agreement with WSDOT.
Fiscal Impact/Cost Benefit Analysis: The total cost for this work is estimated at
$128,700, which will be funded at 86.5% by the STP(R) funds and 13.5% by the County
Road Fund.
Recommendation: The Board is requested to sign one original of the Resolution to
Create County Project.

IT IS HEREBY RESOLVED that Jefferson Coup 's brid a load rating s be improved as
follows:
The Countywide Bridge Load Re -Rating project is included in the officially adopted 2021-2026
Transportation Improvement Program (TIP) as Item No. 9. The project is for updating or
performing new load ratings for 22 county bridges, as required by federal mandate. The Federal
Highway Administration has mandated that load ratings for all bridges be updated to include
ratings for a new class of truck, identified as Specialized Hauling Vehicles. Under the federal
mandate the County is required to update the load ratings for 22 bridges by December 31, 2022.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purpose shown:

with R.C.W. 36.81.130.
