HomeMy WebLinkAboutFinancial Manager 2021 American Rescue PlanJEFFERSON COUNTY JOB DESCRIPTION Position: FINANCIAL MANAGER-2021 American Rescue Plan Department: Central Services Annual Hours Worked: 2080 — Two -Year Limited Term HIPAA: Level BBP: No FLSA: Exempt -Administrative UNION: Exempt Exempt Salary Grade: MGR21 Approved date: April 2021 Approved by [lunian Resou • TM s Mgr MAJOR FUNCTION AND PURPOSE Responsible for planning, managing, coordinating, disbursing, and reporting upon the funds authorized for the County's use by the 2021 American Rescue Plan. Uses governmental accounting and budgeting practices in compliance with Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS). Engages and facilitates discussions with appropriate local businesses, non -profits and junior taxing districts regarding 2021 American Rescue Plan funding opportunities. Drafts, staffs and obtains Board of County Commissioner approval for contracts necessary to distribute funds to local businesses, non -profits and junior taxing districts. Disburses and tracks said funds, including processing invoices and authorizing payments. SUPERVISION RECEIVED Persons in this position are given significant discretion, within the scope of policy and regulations, in the routine performance of their duties; supervision and guidance are received from the Central Services Director. SUPERVISION EXERCISED None SPECIFIC DUTIES AND RESPONSIBILITIES 1. Identifies funding in the legislation the county qualifies for or could qualify for. Develops and submits to the various funding agencies the documentation required to obtain such funds. 2. Engages and facilitates discussions with appropriate local businesses, non -profits and junior taxing districts regarding 2021 American Rescue Plan funding opportunities. May include community outreach and engagement. 3. Drafts, staffs and obtains Board of County Commissioner approval of contracts necessary to distribute funds to appropriate local businesses, non -profits and junior taxing districts. 4. Creates methods and processes to track revenues and expenditures through the 2021 American Rescue Plan. Creates and maintains appropriate business management processes, tracks invoices, reviews documentation for sufficiency, and authorizes payment within appropriate authority level. 5. Submits reports to the funding organizations regarding the purpose for which the funds were expended to ensure compliance with program objectives 6. Performs other duties of a similar nature as directed Jefferson County Job Description: Financial Manager Page 2 of 4 REQUIRED KNOWLEDGE, SHILLS AND ABILITIES • Ability to effectively communicate verbally and in writing; read, analyze, and interpret common scientific and technical journals, policy and regulations, and legal documents; write speeches and articles for publications that conform to prescribed style and format; and, effectively present information to top management, public groups, and/or boards of directors. • Requires working knowledge of accounting and bookkeeping principles and ability to prepare difficult or involved audits, balances, financial analysis, cost benefit analysis, annual reports and other important financial statements. • Ability to establish and maintain cooperative working relationships with other County departments and outside agencies. • Ability to define problems, collect data, establish facts, and draw valid conclusions. • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. • Ability to apply principles of mathematical concepts such as fractions, percentages, ratios and proportions to practical situations. • Knowledge of Federal, State, and County policies and regulations affecting area of responsibility. • Ability to develop, improve, and implement accounting and bookkeeping procedures and systems in the interest of efficiency, effectiveness and standardization. • Knowledge of project and grant management accounting and reporting. • Ability to use a personal computer and software, calculator, and other office equipment standard to areas of assignment and to adapt to new technology and/or modified equipment which may be acquired. • Intermediate skill in the use of spreadsheets, databases and other computer software applications. • Maintain a high standard for accuracy, completeness, and efficiency in the preparation of reports and budgets. • Independent and self -motivated to meet required deadlines while simultaneously completing other tasks. • Knowledge of Generally Accepted Account Principles (GAAP) and governmental accounting practices and techniques including the Washington State Budget and Recording System procedures (BARS). MINIMUM QUALIFICATIONS Education: Bachelor's (BA) degree in accounting or business -related field or an Associate's degree (A.A.) or equivalent from a two-year college or technical school in accounting or business -related field Experience: Five years in an office or business environment, handling management, financial or administrative duties. Two (2) years' experience in governmental accounting preferred. A combination of education and experience that allows the applicant to complete the essential functions of the job in the opinion of the hiring official.
