Chair Dean called the March 18, 2021 virtual meeting of the Jefferson County Board of Health to order at
2:30 p.m. A quorum was present.
Members Present: Chair Kate Dean,Vice-Chair Denis Stearns, Commissioner Greg Brotherton,Member Sheila Westerman,
Member Kees Kolff, and Member Pamela Adams.
Staff Present: Public Health Officer Dr.Thomas Locke,Community Health Director Apple Martine,Environmental Public
Health& Water Quality Director Pinky Mingo, Water Quality Manager Michael Dawson, and Environmental Health
Manager Alisa Hasbrouck.
APPROVAL OF AGENDA
Chair Dean requested a motion to approve the agenda for March 18, 2021.
Member Kolff moved to approve the agenda.Member Brotherton seconded the motion,which carried by a
unanimous vote.
APPROVAL OF MINUTES
Chair Dean requested approval of the minutes for the February 18, 2021 Regular Meeting.
MOTION: Member Kolff moved to approve the minutes as presented.Member Adams seconded the motion which
carried by a unanimous vote.
PUBLIC COMMENT
Chair Dean called for public comment of which there were none,but acknowledged other comments submitted by individuals
via email which reflect their personal opinions and which were reviewed by the Board of Health members.

OLD BUSINESS AND INFORMATIONAL ITEMS
1. Jefferson Healthcare Update
Member Kolff provided the Jefferson Healthcare Report. He discussed COVID-19 vaccination efforts,health equity and gave
an anti-racism plan update. Discussion followed.
2. Jefferson County Public Health Program Reports
Staff Member Kirkpatrick provided the Jefferson County Public Health Program Report. She discussed new staffing for the
department,pollution prevention assistance in collaboration with Clallam County, Title 19 Amnesty Program with Code
Enforcement, EnerGov, School Based Health Clinics and the successful orientation of Melinda Bower our sexual and
reproductive health provider,Anti-racism efforts and training,vaccination efforts,and social media posts. Discussion
followed.
NEW BUSINESS
1. Proposed Regionalization of Local Public Health in Washington State—E2SHB 1152 Update,Regional Letter and
Next Steps.
Dr. Locke, Staff Member Kirkpatrick and Chair Dean provided the E2SHB 1152,regional letter and next steps update.
Discussion followed.
2. Roadmap to Recovery
Dr. Locke provided the Roadmap to Recovery update. Discussion followed.
3. COVID Vaccine Update—New Priority Groups and Mass Vaccination Update
Dr. Locke provided the COVID-19 vaccine update. Discussion followed.
4. SARS-CoV-2 Variant Update
Dr. Locke reported on SARS-CoV-2 variants. Discussion followed.
ACTIVITY UPDATE
Staff Member Martine reported on a recent graduation Community Health celebrated for their collaborative efforts with
Upstream USA for providing Lean support and consultation for inventory, coding and ensuring all reproductive health clinics
have all forms of birth control on hand, at all times, for all people.
Chair Dean thanked Dr. Locke for all his work helping parent and school groups plan for a safe graduation this year.
AGENDA PLANNING CALENDAR
Member Brotherton reported that he will submit an agenda request to discuss pit privies at the next meeting.
The next Board of Health meeting will be held online as a virtual meeting on Thursday,April 15,2021 from 2:30 p.m.—4:30
p.m.
ADJOURNMENT
Chair Dean adjourned the March 18,2021 Jefferson County Board of Health meeting at 4:20 p.m. until the next
Regular Meeting or Special Meeting as properly noticed.
