Promotes community awareness of crime victim issues and coordinates services to victims and witnesses of crimes with the goal of assisting victims in becoming informed participants in the criminal justice process. ESSENTIAL DUTIES AND RESPONSIBILITIES include those listed below under "Program Coordination," "Community Involvement," and, "Coordination of Victim/Witness Services." Other duties also may be assigned. COORINATION OF VICTIM/WITNESS SERVICES Coordinate victim/witness services for all Superior Court, District Court, and Juvenile Court cases involving crimes against persons. Supervise or directly provide all services to victims and witnesses, including the following: • Contact and interview victims and families to explain their rights, court processes, and available resources. • Assess victims' needs and make necessary referrals. • Notify victims of their victim's rights and provide brochure. • Inform victims and/or families of Crime Victims Compensation Programs, assist in completing application forms and provide advocacy as needed. • Provide basic information and referral service, counseling and crisis intervention when appropriate. • Schedule and coordinate prosecutorial and defense attorney interviews with victims and witnesses, explain the process and accompany victims and witnesses to interviews. • Assist victims and witnesses in attending court appearances. • Accompany victims and witnesses to court. • Facilitate the return of property held in evidence to victims following the concluding of a case. • Assist victims in requesting notification regarding the release of offenders from jail, when safety is a concern. This may include registration with VINE, DSHS or DOC, depending on the institution where the offender in being held. Aid victims. Jefferson County Job Description: Crime Victim/Witness Services Coordinator Page: 2 • Provide copies of "No Contact Orders" to victims of domestic violence. • Aid victims in obtaining protection orders or anti -harassment orders. • Inform victims of procedures for implementing a safety plan. • Obtain input from victims regarding plea agreements, notify them of court dates and disposition of cases. Inform prosecutors of victims' wishes regarding the outcome of the case. • Supervise the restitution function of the Victim/Witness Program. Obtain information from victims regarding the losses suffered as a result of crime, prepare and file restitution documents, set restitution hearings and complete or supervise the completion of any restitution - related duties. Insure that court -ordered restitution in processed in a timely and accurate manner, answering any questions, and finding solutions to problems that may arise. • Comply with confidentiality requirements of the Rules of Professional Conduct (RPC), including RPC 1.6, RPC 3.6, and RPC 3.8. RPC 1.6 prohibits disclosure to any person outside of the Prosecuting Attorney's Office (PAO) of information obtained from clients, except under limited circumstances that only the Prosecuting Attorney can approve. For purposes of this job description, "clients" are the County and its employees, and the Port Townsend Police Department and its employees. RPC 3.6 prohibits employees of the PAO from having any communication outside of the PAO about the investigation or communication of a matter being handled by the PAO, except in limited circumstances that only the Prosecuting Attorney can approve. RPC 3.8 discusses the special responsibility of prosecutors in the justice system and prohibits employees of the PAO from having any communication outside of the PAO that could have a substantial likelihood of heightening public condemnation of the accused in a criminal case. • Perform other duties as assigned or required. COMMUNITY INVOLVEMENT Establish and foster positive relationships with law enforcement, social services and related agencies in the community in order to provide support services to victims. Maintain a file of community resource materials, community contacts and information that may be helpful to victims of crime. Develop and distribute a brochure on Victim/Witness services available through the Crime Victim/Witness Services Coordinator. Provide outreach and education to community groups in order to increase understanding and awareness of services available to victims, and the impact of crimes on victims and the community. Participate in community, regional and statewide task forces on issues related to crime victims. PROGRAM COORDINATION Prepare and submit annual proposal for Victim/Witness Services Grant administered by the Office of Crime Victims Advocacy, including statement of purpose and budget. Generate and submit annual and quarterly progress reports as required. Develop and implement goals and objectives for the Victim/Witness Program. Develop written materials for the program and update as needed. Provide input to the Prosecuting Attorney on the Victim/Witness Program budget. Organize and maintain statistical data on Victim/Witness services. SUPERVISORY RESPONSIBILITIES This position has no supervisory responsibilities. This position may be required to give functional and technical guidance to subordinate personnel. Jefferson County Job Description: Crime Victim/Witness Services Coordinator _ Page: 4 EDUCATION and/or EXPERIENCE Bachelor's degree (B.A.) from a four-year college or university in social work, criminal justice or a relevant field and two years related experience in a Victim/Witness program; OR Six (6) years related experience and/or training; OR Equivalent combination of education and experience. LANGUAGE SKILLS Ability to read, analyze and interpret common professional and technical journals, financial reports, and legal documents; ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community; and ability to write speeches and articles for publication that conform to prescribed style and format; ability to effectively present information to the courts, top management, public groups and/or Boards of Directors. MATHEMATICAL SKILLS Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals and ability to compute rate, ratio, and percent and to draw and interpret bar graphs. REASONING ABILITY Ability to define problems, to collect data, to establish facts, and draw valid conclusions; and the ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. COMPUTER SKILLS To perform this job successfully, an individual should have knowledge of MS Access Database software; MS Explorer Internet software; MS Excel Spreadsheet software and MS Word Processing software. CERTIFICATES, LICENSES, REGISTRATIONS Must have upon hire and maintain a valid Washington State Driver's License with a driving record free of serious or frequent violations. KNOWLEDGE, SKILLS AND ABILITIES Program administration skills including familiarity with Victim/Witness Program records, forms, letters, brochures and resource materials; and knowledge of grant writing and statistical reporting. Ability to be independent and take initiative in program management and completion of daily tasks. Advocacy skills, including restoring the victim's sense of safety, dignity and personal power, working to protect the civil and legal rights of the victim, respecting the victim's right to privacy and confidentiality, providing services to each client in a manner that is tailored to meet that client's needs and promote his or her well-being. Sensitivity to a wide range of cultural, socioeconomic and religious backgrounds. Assessment skills, including assessment of current needs and resources of individual victims, actual or potential threats, and the need for consultation or referral. Crisis intervention skills, and an understanding of the needs of persons experiencing trauma. Knowledge of standard office practices, record -keeping and office equipment used in a legal office. Must be able to withstand stressful work environment and still maintain amicable working relationships with co-workers and the general public.
