HomeMy WebLinkAbout22 21 CC if. au,at -n" JEFFERSON COUNTY STATE OF WASHINGTON IN THE MATTER OF REACTIVATING } FUND 304—HJC Park JUMP Playground } RESOLUTION NO. 22 21 WHEREAS, Jefferson County in 1994 created an HJ Carroll Fund—Fund 304; and WHEREAS, the fund was created to ensure that maintenance and capital funds for HJ Carroll Park were managed separately and distinctly; and WHEREAS, the HJ Carroll Fund had no fund balance and had no financial activity since 2015 and was inactivated in 2018; and WHEREAS, the Public Works has a significant grant funded capital project planned for HJ Carroll Park; and WHEREAS, Public Works wishes to receive the grant funds and expend them using a dedicated fund; NOW,-THEREFORE, BE IT RESOLVED that the Jefferson County Board of Commissioners hereby dixects the Jeffetson County Auditor to reactivate Fund 304—HJC Park JUMP Playground. çwPROKD this J&7 f day of ;►7 f , 2021. • ° 4-- ' / JEFFERSON COUNTY BOARD OF COMMISSIONERS SEAL \ r• K De Chair ATTEST:' C �e � � G g r erto , Member Carolyn Gallaway, P ' Clerk of the Board Heidi Eisenhk e - _her JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS CONSENT AGENDA REQUEST TO: Board of County Commissioners t Philip Morley,County Administrator 2-1 4-j a FROM: Mark McCauley,Central Servic Director / DATE: April 26,2021 RE: Request for Board of County Commissioners approval to reactivate Fund 304— HJC Park JUMP Playground STATEMENT OF ISSUE: In 2018 the Board of Commissioners inactivated Fund 304 which had been created to ensure that maintenance and capital funds for HJ Carroll Fund Park were managed separately and distinctly. The fund had no fund balance and had not been used during the previous three years. Public Works now has a significant grant funded capital project and is requesting that the fund be reactivated for receiving grant funds associated with the project and all related expenditures. ANALYSIS: This project was initiated by JUMP!, a group of physical and occupational therapists, parents of children with disabilities,and community members,organized specifically to build a new accessible playground at HJ Carroll Park. Jefferson County and JUMP! entered into an agreement for this project on July 10,2017. This agreement is slated to be updated in May. JUMP! will donate$272,733 to Jefferson County for use as match for a$500,000 RCO(WWRP LOCAL PARKS) grant matching funds.Jefferson County will manage all aspects of construction. The total project value is$892,802. This donation includes a$10,000 ongoing maintenance fund which will be held in this fund over the long term. The 11,689 square foot playground is accessible and exciting for all children. FISCAL IMPACT: This request in and of itself has no fiscal impact.
