Either relining method will replace the existing pipe with a new structural pipe without the need to excavate the deep roadway embankment fills at these locations. Both relining methods will extend the life of the culvert a minimum of 50 years. Additional culverts have been investigated as lining candidates and a third culvert has been found that requires the same type of repair. Adding the additional culvert should result in a lower cost for each culvert repair. Analysis/Strategic Goals/Pro's Et Con's: The existing culverts at Oak Bay Road MP 7.69, Pioneer Drive MP 1.34, and Drew Lane MP 0.149 are galvanized steel pipes that have significant corrosion, but are still in a condition that allows a structural liner pipe to be installed. The three culverts are under deep fills that makes excavating and replacing the pipes an expensive project requiring complete closure of the roadway or an expensive bypass. Two of the culverts have utility conflicts that complicate excavating and replacing the existing culvert. Installing a structural liner pipe inside the existing culverts, before they deteriorate to a condition where this repair is not possible, will extend the life of the culverts a minimum of 50 years at a lower cost than the excavate and replace option. Fiscal Impact/Cost Benefit Analysis: The total estimated project cost is $110,000 which will be funded from County road funds. Construction projected to occur in 2022 in the current TIP (Transportation Improvement Plan), will be advanced to 2021. Recommendation: The Board is requested to sign one original of the Resolution to Create County Project. Department Contact: Bruce Patterson, P.E.
