HomeMy WebLinkAboutM050321 -ON ,0 :4ti G ,`SKI NC t0 MINUTES Jefferson County Board of Commissioners Regular Meeting — May 3, 2021, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to order at the appointed time. She announced the appointment of Central Services Director Mark McCauley as Acting County Administrator and reviewed upcoming items on the Agenda. PUBLIC COMMENT PERIOD: Chair Dean reviewed the new process for submitting public comments and provided information on the Board of County Commissioners web page. The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: • Comment to say"thank you." • Comment thanking past County Administrator Philip Morley for his service to Jefferson County, and thanking Central Services Director Mark McCauley for stepping in to fill the role as Interim County Administrator. The Commissioners and Acting County Administrator addressed comments and concerns raised during the Public Comment Period. TWO (2)ADDITIONAL BUSINESS ITEMS: 1)Appointing an Interim County Administrator: Commissioner Eisenhour moved to appoint Central Services Director Mark McCauley as Interim County Administrator effective today. Commissioner Brotherton seconded the motion which carried by a unanimous vote; and 2)Negotiate Compensation for the Interim County Administrator: Chair Dean suggested a motion to delegate Human Resources Manager Andy Rowlson to negotiate compensation for Central Services Director Mark McCauley to fill the role of Interim County Administrator and have him report back to the Board May 10, 2021 on those negotiations. Commissioner Eisenhour moved the aforementioned motion. Commissioner Brotherton seconded the motion which carried by a unanimous vote. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. 1. MEMORANDUM OF AGREEMENT re: Annual Salary Support; In the Amount of$128,081; Jefferson County Administrator; Jefferson County Extension, Washington State University 22. MINUTES re: Regular Meeting Minutes of April 26, 2021 23. Payment of Jefferson County Vouchers/Warrants Dated April 26, 2021 Totaling $729,120.29 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended, redistricting, Washington State Association of Counties (WSAC) Trust Land Performance Assessment (TLPA) Evaluation Report, and miscellaneous items. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. EXECUTIVE SESSION: An Executive Session was scheduled from 10:30 a.m. to 10:45 a.m. Chair Dean announced that they will be changing the purpose of the Executive Session from what was previously listed on the Agenda. She stated the Executive Session will be held from 10:34 a.m. to 10:50 a.m. with the Interim County Administrator/Central Services Director and Chief Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, to consider the selection of a site or the acquisition of real estate by lease or purchase when public knowledge regarding such consideration would cause a likelihood of increased price; under exemption RCW 42.30.110(1)(b) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 10:50 a.m. Chair Dean announced that the Board will be extending the Executive Session from 10:52 a.m. to 11:07 a.m. The Board concluded the Executive Session and resumed the regular meeting at 11:07 a.m. EXECUTIVE SESSION: An Executive Session was scheduled from 10:45 a.m. to 11:00 a.m. Chair Dean announced that the Executive Session will be held from 11:07 a.m. to 11:22 a.m. with the Interim County Administrator/Central Services Director and Chief Civil Deputy Prosecuting Attorney regarding Attorney-Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board concluded the Executive Session and resumed the regular meeting at 11:23 a.m. The meeting was recessed at 11:54 a.m. and reconvened at 1:30 p.m. with all three Commissioners present. DISCUSSION re: Proposed Geographic Project Change and Time Extension to Conservation Futures Project; Serendipity Farm: Natural Resources Program Coordinator Tami Pokorny and Jefferson Land Trust Director Sarah Spaeth were present to discuss the proposed change to the Serendipity Farm Conservation Futures Project. After discussion, Commissioner Brotherton moved to support the proposed geographic project change and the time extension to Conservation Futures Project at Serendipity Farm. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. 3 Commissioners Meeting Minutes of May 3, 2021 DISCUSSION re: County Administrator Position and Potential Department Restructuring: The Board discussed the open County Administrator position with Human Resources Manager Andy Rowlson and Interim County Administrator/Central Services Director Mark McCauley. Also discussed was potential upcoming department restructuring, if needed. The meeting was recessed at 2:53 p.m. and reconvened at 3:00 p.m. with all three Commissioners present.
