Jefferson County and Department of Ecology Shoreline Master Program Periodic Review Public Comment
Period and Public Hearing. Jefferson County and Washington Department of Ecology are accepting
comments on a periodic review of the County’s shoreline master program (SMP) under RCW
90.58.080(4). The County has prepared draft SMP amendments to keep the SMP current with changes in
state law, changes in other County plans and regulations, and other changed local circumstances. Public
comments will be accepted from May 17, 2021 to June 16, 2021 at 5 p.m. A joint local-state virtual on-

Comments sent to Jefferson County will be forwarded to the Department of Ecology. Proposed
amendments to the Jefferson County SMP, Staff Report and SEPA Checklist are available for review at

comment period ends will be provided to the Planning Commission and/or read into the record at the
public hearing.
SEPA Determination of Non-Significance

Proposal: Under RCW 90.58.080(4), Jefferson County has prepared draft Shoreline Master Program
(SMP) amendments to keep the SMP current with changes in state law, changes in other County plans and
regulations, and other changed local circumstances. The draft SMP proposes to incorporate critical areas
regulations adopted in 2020.
Jefferson County has determined that this proposal will not have a probable significant adverse impact on
the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c).

This determination is based on the following findings and conclusions: The proposed SMP amendments are
meant to increase consistency with state laws and reflect local circumstances, while retaining no -net-loss of
shoreline ecological function. The analysis of the proposal does not reveal any adverse environmental
impacts requiring mitigation above and beyond existing or amended code provisions. However, at the
time of a site-specific development proposal within shoreline jurisdiction, mitigation may be necessary
and may be imposed.
This DNS is issued under WAC 197-11-340(2) and the written comment period will end on June 16,
2021 at 5 pm, with public testimony taken at the Planning Commission Public Hearing.
