Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 2.)The revised site plan as submitted with the New Single Family Residence with attached garage application on November 19th, 2020 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated November 20th, 2020 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 3.)Jefferson County Department of Community Development reviewed the application and the county GIS mapping system for the presence of critical areas and concluded that the property DOES NOT contain critical areas. However, future proposals will be subject to a new critical area review and conditions may be added if critical areas are found on the property. 4.)The project shall adhere to the Best Management Practices (BMPs) submitted by the applicant approved on November 20th, 2020 to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 5.)The applicant is proposing to create or add 10,681 square feet of impervious surface and 28,120 square feet of land disturbing activities. These calculations include impervious surface and land disturbing activity square footage for the proposed Shop (BLD20-00483). JCC 18.30.060 and 18.30.070 require the project applicant submit a stormwater plan meeting Minimum Requirements #1 through #9 of the Department of Ecology Stormwater Management Manual for Western Washington. The stormwater plan shall address measures to control stormwater, erosion and sediment during construction and shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 6.)A Stormwater Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 7.)The applicant has proposed and been approved to utilize downspout full infiltration to manage stormwater from roof areas. The soils were evaluated by using the septic soil logs and found to have three or more feet of permeable soils and the anticipated water table is at least 1 foot below the bottom of the proposed drywells. The drywells will be designed per the requirements of the Stormwater Management Manual for Western Washington BMP T5.10. Drywell will be 9 ft x 9 ft x 4 ft. 8.) AH 9.)The project is located within WRIA 17 and thus is subject to compliance with the WA State Department of Ecology In Stream Flow Rule for that region. The parcel is located within the Chimacum sub-basin; as such, state regulations require the following: 1.Water use shall be limited to domestic use only , and such use shall not include outdoor irrigation. "Domestic use" means use of water associated with human health and welfare requirements, including water used for drinking, bathing, sanitary requirements, cooking, laundering and other incidental household uses, including potable domestic water requirements associated with commercial and industrial purposes. ( WAC 173-517-150(8)) 2.INSTALLATION OF A WATER METER, MEETING DEPARTMENT OF ECOLOGY SPECIFICATIONS, IS REQUIRED FOR ALL NEW USES THROUGHOUT THE WATERSHED. FINDINGS: The Administrator finds that this application complies with applicable provisions of the Unified Development Code, all other applicable ordinances and regulations, and is consistent with the Jefferson County Comprehensive Plan and Land Use map. 1.) APPEALS: Pursuant to RCW 36.70C, the applicant or any aggrieved party may appeal this final decision to Jefferson County Superior Court within twenty-one (21) calendar days of the date of issuance of this land use decision.
