Ms. Felgitscher,
The ad you reference and disapprove of was developed by a professional advertising agency
and was released as part of an ad campaign to promote vaccination to adults in the 21-49 year
age group. This age cohort has one of the highest Covid 19 acute infection rates and one of
the lowest vaccination rates. The ad was sponsored by the Jamestown S'Klallam Tribe. The
tribe has show extraordinary leadership in making this lifesaving vaccine available to residents
of the Olympic Peninsula. While you may personally disapprove of alcohol use by young
adults, it is both legal and popular in the target age group. Promoting Covid vaccination as a
way to return to the normal social life of a young adult is, I believe, an effective marketing
strategy to reach this group.
Your complaint to the Jefferson County Board of Health is misdirected. You are free to direct
your concerns to the Jamestown S'Klallam Tribe but that is something I neither recommend
nor support. This ad was developed and sponsored by the Tribe to support a crucial public
health function. As a sovereign government, the Jamestown S'Klallam Tribe has every right to
run any ads they decide to sponsor. I do not think they would agree with your statement that
it "undermines efforts to help tribes with their struggles with alcoholism and feels like a smack
in the face for the very group that has already been pushed way too far into substance abuse".
Sincerely,
Thomas Locke, MD, MPH
Jefferson County Health Officer

Thank you Karen, for your prompt reply.
I did email both the tribe and Jefferson healthcare but didn’t receive any reply to my inquiry from
either of them. I would appreciate some help from you in directing this concern to to right place as I
feel like it is highly inappropriate to suggest substance abuse for health related advertising.
Thank you

Thank you for your concern! To better know where to forward this, can I ask if you
have contacted the Jamestown Tribe to see if they created this ad since you found it on
their Facebook page or Jefferson Healthcare? Let me know as that will help me direct
this to the appropriate destination. Thanks again for your concern.

Hello
I would like to inquire who sponsored and designed the attached ad for getting
vaccinated.
If it didn’t come from the BOH please kindly point me to where this complaint needs to
be deposited.
The ad pictures young people sitting together drinking alcohol and claims the way back
to that is through the vaccine drive through clinic. It was posted on the S‘Klallam tribes
Facebook site.
It strongly suggests the use of alcohol and as such has NO place on any health platform
or government organization that is meant to promote health. It suggests substance
abuse as a way to have fun and as a picture of normalcy.
It also undermines efforts to help tribes with their struggles with alcoholism and feels
like a smack in the face for the very group that has already been pushed way too far
into substance abuse.
I would like to ask that that ad be removed from your vaccination campaign
immediately and to please be more considerate in the future.
Thank you,
Joy Felgitscher
