Subject: Amendment to Project Agreement between Jefferson County and
the Washington Recreation and Conservation Office for
Naylors Creek Culvert Replacements
Statement of Issue: The Amendment to Project Agreement is necessary to obtain
additional grant funds for the Naylors Creek Culvert Replacements (at West Valley Road
and Gibbs Lake Road).
Analysis/Strategic Goals/Pro's Et Con's: Naylors Creek Culvert Replacements is a
transportation improvement project included in the officially adopted 2021-2026
Transportation Improvement Program (TIP). The project will replace the fish barrier
culverts at MP 2.55 West Valley Road and MP 1.8 Gibbs Lake Road. Jefferson County was
awarded Fish Barrier Removal Board (FBRB) funding in 2019 for project design. The
project design and permitting costs have exceeded the county's original estimate, due
to higher than anticipated design costs and changes in scope required by WDFW and
RCO. This funding amendment is necessary to cover the full design costs. Construction
of the project will be funded under separate grants.
Fiscal Impact/Cost Benefit Analysis: The original grant funding amount was $198,849.
This amendment will increase the grant amount to $212,500. Jefferson County will need
to provide match in the amount of $37,500, funded by the Road Fund.
Recommendation: The Chair of the Board is requested to sign all three originals of the
Agreement and return all three originals to Public Works for further processing.
