Jefferson County Board of Commissioners
Regular Meeting — May 17, 2021, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments made
virtuallybyindividuals in attendance at the meetingand reflect theirpersonal opinions:

• Comment regarding the cell tower at the Jefferson County Fairgrounds and question on how to
submit testimony.
The Commissioners and Interim County Administrator addressed emailed comments. Chair Dean
announced that there will be no regularly scheduled Board of County Commissioners meeting on May
31, 2021.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Eisenhour moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton
seconded the motion which carried by a unanimous vote.
1. AGREEMENT re: Facility Use and Indemnity for COVID-19 Drive—Thru for Mass
Vaccination Facilities: In the Amount of$500 per day; Jefferson County Emergency
Management; Jefferson County Public Health; Jefferson County Public Hospital, District 2 d.b.a.
Jefferson Healthcare
2. AGREEMENT re: 2021 Recessed Raised Pavement Marker Maintenance on Jefferson County
Roads; In the Amount of$40,000; Jefferson County Public Works; Apply-A-Line, LLC.
3. ADVISORY BOARD REAPPOINTMENT re: Solid Waste Advisory Committee; Two Year
Term to Expire February 19, 2023; District 3 Citizen Representative, Tim Deverin
4. LETTER OF SUPPORT re: Northwest Straits Initiative (NWSI)working with U.S.
Congressional Staff to pursue Federal Funding for County Marine Resources Committees;
Additional $100,000; Letter to Senator Patty Murray
5. MINUTES re: Regular Meeting Minutes of May 10, 2021 and Special Meeting Minutes of May
10, 2021 (WSAC Virtual Assembly)
6. Payment of Jefferson County Vouchers/Warrants Dated May 1, 2021 Totaling $751,889.48
(Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson
County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)

COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended, reviewed their meeting schedules and miscellaneous topics.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
HEARING re: Land Lease at the Jefferson County Fairgrounds to Verizon for a
Cellular Communications Tower: Interim County Administrator Mark McCauley provided
information on the proposed Verizon cellular tower lease at the fairgrounds that could potentially extend
to 25 years. He explained that the proposal is to lease less than a thousand square feet of land at$14,400
per year. He answered questions posed by the Board.
Chair Dean opened the hearing to allow for public testimony. The following individuals provided
testimony: Sebastian Eggert, Leslie Roubal, and Tom Thiersch. Darlene Schanfald was unable to
provide testimony due to technical difficulties,but it was noted that she had emailed a hearing record
prior to the meeting.

Eisenhour closed the public hearing. The Commissioners began deliberations with Chair Dean re-joining
shortly after. The Board agreed to continue deliberations during the afternoon session at 2:00 p.m.
HEARING re: Animal Control Code Update: Chief Civil Deputy Prosecuting
Attorney Philip Hunsucker, Deputy Prosecuting Attorney Randon Draper, and Sheriff Joe Nole were
present for the hearing and provided information regarding the proposed Animal Control Code update.
After discussion, Chair Dean opened the hearing to allow for public testimony. The following
individuals provided testimony: Tom Thiersch, Summer Martell, Leslie Roubal, and Linda Noble.
Hearing no further testimony, Chair Dean closed the public hearing.
The Commissioners started deliberations and staff answered questions posed by the Board. The Board
decided to continue deliberations during the afternoon session after 2:00 p.m.
HEARING re: Parks and Recreation Code Update: Chief Civil Deputy Prosecuting
Attorney Philip Hunsucker, Deputy Prosecuting Attorney Rand Draper, and Public Works Parks
Recreation Manager Matt Tyler were present for the hearing and provided information regarding the
proposed Parks and Recreation Code Update and answered questions posed by the Board. During
discussion, edits were discussed and staff stated they would bring those changes during the afternoon
session.
Chair Dean opened the hearing to allow for public testimony. The following individuals provided
testimony: Summer Martell, and Tom Thiersch. Hearing no further testimony, Chair Dean closed the
public hearing.
After a brief discussion,the Commissioners agreed to continue deliberations during the afternoon
session with a potential for further deliberations to be scheduled at the next Commissioners' meeting.

The meeting was recessed at 11:57 a.m. and reconvened at 1:31 p.m. with all three
Commissioners present.
UPDATE re: Washington State Noxious Weed Control Board (WSNWCB) Update:
The following County and State staff were present for the discussion: WSU Extension Director Cliff
Moore, Jefferson County Noxious Weed Control Board(NWCB) Coordinator Joost Besijn,NWCB
Member Soozie Nichols, Washington State Noxious Weed Board (WSNWCB) Chair Bill Agosta, and
WSNWCB Executive Secretary Mary Fee. WSNWCB staff provided information on their services. All
present participated in discussion and answered questions posed by the Board.
CONTINUED DELIBERATIONS re: Land Lease at the Jefferson County
Fairgrounds to Verizon for a Cellular Communications Tower: After deliberations, Commissioner
Brotherton moved to approve moving forward on the Land Lease with Verizon for the cell tower at the
Fairgrounds. Chair Dean seconded the motion. Commissioner Eisenhour abstained from voting. Chair
Dean called for a vote on the motion, with Commissioner Brotherton and Chair Dean voting in favor of
the motion, and Commissioner Eisenhour abstaining from the vote. The motion carried.
CONTINUED DELIBERATIONS re: Animal Control Code Update: After
deliberations, staff was given direction to incorporate changes to the definitions portion of the proposed
ordinance as discussed during deliberations, and will bring forward for approval during the next
Commissioners' meeting.
DISCUSSION re: Letter of Intent re: Assessor's Tax Parcel No. 001094006, a
Candidate Parcel for a Homeless Housing Project: Interim County Administrator/Central Services
Director Mark McCauley briefed the Board on the proposed Letter of Intent (LOI)that would lock a
piece of property intended for a future homeless housing site for up to 45 days to allow time for an
appraisal,potential partnership with the City of Port Townsend and to address certain infrastructure
needs. Chair Dean asked why would a LOI be signed prior to an appraisal? Chief Civil Deputy
Prosecuting Attorney Philip Hunsucker joined the meeting and stated that the LOI is not a commitment
to the current asking price, and that the price is negotiated during the Purchase and Sale Agreement.
After discussion, Commissioner Brotherton moved to approve the Letter of Intent. Commissioner_
Eisenhour seconded the motion which carried by a unanimous vote.
CONTINUED DISCUSSION re: Support Letter for Department of Natural
Resources (DNR),Dabob Bay Inter-Trust Exchange between School Forest Trust Lands and
Common School Trust Forest Lands: Northwest Watershed Institute Executive Director Peter Bahls
was present for discussion and provided options for how the Commissioners could respond to the
proposed Inter-Trust exchange that would allow for the eventual expansion of the Dabob Natural Area.
After discussion, Commissioner Eisenhour agreed to incorporate edits to the proposed support letter and
bring forward during the next Commissioners' meeting.
DISCUSSION re: CARES Act and American Rescue Plan Act (ARPA) Funding:
Interim County Administrator/Central Services Director Mark McCauley briefed the Board on potential
funding to be disbursed from the remaining CARES Act and ARPA Funds received by Jefferson
County, with a potential for up to $350,000 for Jefferson Healthcare to cover the cost of their

vaccination services, and up to $200,000 to Public Works for lost revenue due to the COVID-19
pandemic. He reported on all the potential funding opportunities that Jefferson County may benefit
from.
NOTICE OF ADJOURNMENT: Chair Dean adjourned the meeting at 4:23 p.m. until
the next regular meeting or special meeting as properly noticed.

CALL TO ORDER: Washington State Association of Counties (WSAC) staff called the
Virtual Counties Update meeting to order in the presence of Commissioner Kate Dean, Commissioner
Heidi Eisenhour, as well as many other Commissioners and County Officials across Washington State.
DISCUSSION with Other Washington State Counties and Washington State
Association of Counties (WSAC) Staff: The participants of the meeting discussed various County
issues.
NOTICE OF ADJOURNMENT: The meeting was adjourned at 12:32 p.m. by
Washington State Association of Counties staff.
