From: Monte Reinders, Public Works Director/County Engineer
Agenda Date: May 24, 2021
Time: 1:30 PM
Subject: Recycling Services RFP
Statement of Issue: Public Works has extended the current recycling services
agreement for an additional term of one year with an expiration date of April 1, 2022.
A new agreement is sought in advance of the current agreement expiration to ensure
uninterrupted service.
Analysis/Strategic Goals/Pro's a Con's: Recovery from late 2018 - early 2019 market
corrections due to China's ban on US imports is still underway requiring additional
program support from revenue derived from garbage fees. Program costs are
anticipated to be higher in the next service agreement. The RFP process will help
staff make an informed recommendation to the BoCC this Fall for fee schedule
adjustments to the tipping fee to fund the recycling program.
Fiscal Impact/Cost Benefit Analysis: The recycling services RFP process will make the
fiscal impact and cost/benefit known and may lead to cost-reducing service
adjustments.
Recommendation: Provide a workshop forum for Public Works staff to review the
issues facing the recycling program and the outstanding questions staff hopes to have
answered through an RFP process.
