CALL TO ORDER: County Commissioner Greg Brotherton called the Special Meeting to order via video conference in the presence of City Councilmember Amy Howard and Members: Lori Fleming, Amanda Funaro, Greer Gates, Fred Kimball, Frank Hoffman, Sarah Martinez, Barbara Morey, Kathy Morgan, Joe Nole, Sarah Rogers, Kristina Stimson, and Terry Smith. Alternates present: Julia Cochrane, Cherish Cronmiller, Pat Teal, and Kelli Parcher. Also present at the meeting: Facilitator Lizanne Coker. REVIEW and APPROVAL of MINUTES: Approval of the meeting minutes were moved to a future meeting. DISCUSSION re: GOALS for 2021: Below is a list of the goals discussed: • Members discussed creating a housing inventory and suggested updating a land inventory for possible building sites • Creating a Mission Statement • Creating a bridge to the Housing Committees in the City of Port Townsend and Jefferson County- so as not to duplicate efforts • Look for affordable housing stock and rate its condition • Revisit RV parks within the County • Examine Eviction Mediation in partnership with the Housing Solutions Network • Examine City and County Codes: Review zoning and building codes to incentivize the building of more housing units • Support the renewal of a new Interlocal Agreement (ILA) between the City of Port Townsend and Jefferson County • Inventory of existing housing units to be preserved: Examine housing in the County that is in danger of failing, understanding failing septic issues, look at USDA housing units within the County • Creation of a new Homeless Shelter: One that can serve families • Create a County-wide Needs Statement • Jefferson County Fairgrounds; homeless encampment needs UPDATE re: Current Request for Proposals (RFP): Facilitator Coker noted there were six proposals submitted and the Review Panel will be reviewing them. FUTURE MEETINGS and AGENDA ITEMS: Future Agenda items to include discussion of the 7th and Hendricks Street Project and creating a Housing Task Force Mission Statement.
