Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 2.)The site plan as submitted with the building permit application on November 10, 2020 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated March 24, 2021 shall be resubmitted for review and approval by Jefferson County Department of Community Development . 3.)The Geographic Information Systems mapping review identified the following Critical Areas on the subject property: slight landslide hazard area and FWHCA with Type 5 non-fish habitat stream. 4.)Geologically Hazardous Areas in Jefferson County are characterized by slope , soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 5.)The identified Fish and Wildlife Habitat Area (Type 5 Stream), shall maintain a vegetative buffer of 75 feet. The setback shall be measured horizontally from the Ordinary High-Water Mark (OHWM) to the single family residence. 6.)An additional setback of five (5) feet is required from the edge of the FWHCA buffer area to the proposed single family residence. 7.)The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 8.)The applicant is proposing to create or add 3,600 square feet of impervious surface and 32,582 square feet of land disturbing activities. JCC 18.30.060 and 18.30.070 require the project applicant submit a stormwater plan meeting Minimum Requirements #1 through #9 of the Department of Ecology Stormwater Management Manual for Western Washington . The stormwater plan shall address measures to control stormwater, erosion and sediment during construction and shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 9.)A Stormwater Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 10.)The applicant has proposed and been approved to utilize downspout full infiltration to manage stormwater from roof areas. The soils were evaluated by using the septic soil logs and found to have three or more feet of permeable soils and the anticipated water table is at least 1 foot below the bottom of the proposed drywell/infiltration trench. The drywells will be designed per the requirements of the Stormwater Management Manual for Western Washington BMP T5.10. Two drywells are proposed , and both must accomodate 90 cubic feet of gravel. Both drywells must be 5.5 feet in width by 5 feet in depth per standards of BMP T5.10A in the 2019 SWMMWW. 11.)The project is located within WRIA 17 and thus is subject to compliance with the WA State Department of Ecology In Stream Flow Rule for that region. The parcel is located within the __LUDLOW_______ sub-basin in a designated Reserve Management Area ; as such, conservation standards per state regulations require the following: 1. A permit-exempt well serving an individual user shall not exceed a maximum of 500 gallons per day (gpd) or an annual average more than 350 gpd, for all permit-exempt uses authorized under RCW 90.44.050. (WAC 173-517-120(1)(b)) 2. A well serving a group domestic system shall not exceed a maximum use of 500 gallons per day (gpd) or an annual average more than 350 gpd, for each residence, and shall not exceed a total use of 5,000 gpd for the group. The design and construction of group domestic systems must be consistent with applicable state department of health requirements and applicable Jefferson County or Clallam County requirements .
