The property will be short platted into 2 separate tax parcels via a short plat with Jefferson County Department of Community Development. C3 did a field review in May of 2017. A non -fish bearing stream was located on the subject property and assessed for proper stream typing and location. A non -fish bearing stream was located and confirmed to be non -fish bearing. Per Jefferson County Code a buffer of 50 -feet is required for streams that are seasonal, non -fish bearing and have a grade of less than 20%. Paper Review Before entering the field assessment, the subject property was reviewed via the Jefferson County GIS Critical Areas portal, the Washington Department of Fish and Wildlife Priority Habitat and Species maps (PHS), and the Washington Department of Natural Resources (FPARS) mapping resource. Both the resources (FPARS and Jefferson County GIS) show the stream entering the property at its eastern boundary then traveling north to south approximately mid property and less than a '/4 inward west of the eastern property line. The PHS resource does not show a stream on or near the subject property. Field Review C3 visited the subject property in May of 2017 when record rainfall amounts were relevant. The stream was located on the property as indicated on the resource maps; however, the eastern tributary shown on the maps was not observed in the field. The stream enters the property at the northern property line and flows southerly and eventually off-site. The stream location is not accurate on the resources mentioned above. Specifically, the eastern tributary shown on mapping resources is a mapping error as the ground slopes downward towards the east making it impossible for a stream to flow upslope. The stream channel was also evaluated for fish presence, strata and channel width averages. No fish or fish habitat was observed in the field. The inventoried steam type of Ns is correct. The regulated buffer for this stream is 50 -feet from either side of the stream bank. The stream has been professionally surveyed for location accuracy. A 50 -foot buffer has been applied to the eastern and western banks of the stream. C3 Habitat Corp. A proposed single-family residence is planned for the 4 -acre parcel and an existing single-family residence resides on the resultant 5 -acre parcel. No proposed development including driveways, residential utilities and structures encroach into the regulated buffer. A site plan is attached showing to the stream location as well as any proposed development. Silt fencing should be installed to protect the stream buffer during the construction phase of the project. The following figures were obtained during field review. As always, best management practices should be in place during construction to avoid impacting the stream buffer.
