Joint Oversight Board on Affordable Housing and Homeless Housing
Regular Meeting — Wednesday, April 28, 2021 at 2:00 p.m.

CALL TO ORDER: The members of the Joint Oversight Board(JOB)participated in
the meeting remotely. City of Port Townsend Mayor/Rotating Chair Michelle Sandoval called the
meeting to order in the presence of Jefferson County Commissioner Greg Brotherton, Member Amanda
Funaro, Member Frank Hoffman and Member Terry Smith. Also present was Affordable Housing Task
Force Committee Facilitator Lizanne Coker and Central Services Director Mark McCauley.
APPROVAL OF MINUTES: Member Smith noted a correction to the March 24, 2021
Regular Minutes—a sentence states that she first and seconded the same motion. The correction is to the
section under"ADDITIONAL BUSINESS: Affordable Housing Task Force Recommendations -
Continued" in the second paragraph,the last paragraph states: "Member Smith seconded the motion
which carried by a unanimous vote" and it should read: "Member Sandoval seconded the motion which
carried by a unanimous vote."Member Smith moved to approve the March 24, 2021 minutes as
amended. Member Funaro seconded the motion which carried by a unanimous vote.
UPDATE re: Fund 148 and Fund 149: Central Services Director Mark McCauley
reviewed the status of Fund 148 and Fund 149, and noted that fund revenues are looking good.
UPDATE re: Request for Proposals (RFP): Facilitator Coker reviewed the status of the
RFP and stated it is ready for the next round of funding.
DISCUSSION re: HOUSING TASK FORCE MEMBERSHIP: Facilitator Coker
noted that there are two individuals interested in serving on the Task Force. They will be considered for
membership once their applications have been submitted. The JOB members discussed conducting
public outreach to reach new potential members when there are vacant seats and setting term limits for
positions.
DISCUSSION re: Goals for 2021: The following goals were discussed: Creating an
Emergency Shelter Sub-Committee, Grant Award process for Fund 148 and Fund 149, designing an
approval process for 1590 Sales Tax Funds, 5-Year Plan report update, creating a Coordinated Entry
Advisory Board (CEAB), and create a process for providers to apply for partnership grants through
Jefferson County and the City of Port Townsend.
PUBLIC COMMENTS: There were no comments.
