Chair Andy Rowlson called the meeting to order at 10:32 a.m. Members Philip Morley, Ruth Gordon,
Mark McCauley, Willie Bence, and Chief Civil Deputy Prosecuting Attorney Philip Hunsucker
participated in the meeting remotely. Member Vicki Kirkpatrick was not present.
APPROVAL OF MINUTES
Member Morley moved to approve the Regular Meeting Minutes of March 2, 2021 as presented.
Member McCauley seconded. The motion carried.
EXECUTIVE SESSION
An Executive Session was scheduled from 10:35 a.m.to 10:50 a.m. Chair Rowlson announced that the
Executive Session will be held from 10:35 a.m.to 10:50 a.m.with the County Administrator, Chief
Civil Deputy Prosecuting Attorney, Central Services Director, Superior Court Clerk, Emergency
Management Director/Safety Officer, Human Resources Manager/Risk Coordinator, and Executive
Assistant/Claims Coordinator re: Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined
in the Open Public Meetings Act. The Committee concluded the Executive Session and resumed the
regular meeting at 10:51 a.m.
EXECUTIVE SESSION
An Executive Session was scheduled from 10:55 a.m.to 11:10 a.m. Chair Rowlson announced that the
Executive Session will be held from 10:55 a.m.to 11:10 a.m. with the County Administrator, Chief
Civil Deputy Prosecuting Attorney, Central Services Director, Superior Court Clerk, Emergency
Management Director/Safety Officer, Human Resources Manager/Risk Coordinator, and Executive
Assistant/Claims Coordinator re: Actual Litigation Exemption under RCW 42.30.110(1)(i)as outlined in
the Open Public Meetings Act. The Committee resumed the regular meeting at 11:11 a.m.

OLD BUSINESS
No old business was discussed.
NEW BUSINESS
Member Morley reported that he attended (virtually) the Washington Counties Risk Pool's March
conference. He reviewed with the Committee the Risk Pool's claims trends, a change in their attachment
point for re-insurance, and the impacts of that change to the risk pool's reserves.
NOTICE OF ADJOURNMENT
Member Gordon moved to adjourn the meeting at 11:29 a.m. until the next Regular Meeting or Special
Meeting as properly noticed. Member McCauley seconded the motion. The motion carried.
