Joint Oversight Board on Affordable Housing and Homeless Housing
Regular Meeting — Wednesday, January 27, 2021 at 4:00 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368
CALL TO ORDER: The members of the Joint Oversight Board(JOB)participated in
the meeting remotely. Rotating Chair City of Port Townsend Mayor/Councilmember Michelle Sandoval
called the meeting to order in the presence of Jefferson County Commissioner Greg Brotherton, Member
Frank Hoffman and Member Terry Smith. Member Amanda Funaro joined shortly after the beginning of
the meeting. Also present was Affordable Housing Task Force Committee Facilitator Lizanne Coker and
Central Services Director Mark McCauley.
APPROVAL OF MINUTES: This item was tabled for a future meeting. Facilitator
Coker noted that Member Whitney Friddle has terminated her position on the Affordable Housing Task
Force.
DISCUSSION re: FINANCIAL REPORT 2020: After discussion, Member Funaro
moved that the JOB make a recommendation to the Board of County Commissioners for the
continuation of funding from 2020 for the Jefferson Interfaith Coalition and Habitat for Humanity, with
an extension through the end of 2021. Member Hoffman seconded the motion which carried by a
unanimous vote.
DISCUSSION re: CURRENT REQUEST FOR PROPOSALS (RFP)AWARDS:
After discussion, Member Funaro moved to hold off on RFP discussions until information was made
available to all JOB members. Member Brotherton seconded the motion. After further discussion,
Rotating Chair Sandoval called for a vote on the motion. The motion carried by a unanimous vote.
APPROVAL OF THE HOUSING TASK FORCE GOALS FOR 2021: This item was
tabled for a future meeting.
PUBLIC COMMENTS: There were no comments from the public.
FUTURE MEETING AGENDA ITEMS: The JOB members set a Special Meeting on
February 4, 2021 from 9:00 a.m. to 10:30 a.m. to discuss RFP funding allocation recommendations,
possible allocation of additional unallocated funds, and to hold a public comment period at the end of
the meeting. Future JOB meeting topics to include the Housing Task Force Work Plan, and possibly
recommended updates to the Interlocal Agreement between the City of Port Townsend and Jefferson
County to align with the Affordable Housing Task Force scope.
