MINUTES
Joint Oversight Board on Affordable Housing and Homeless Housing
Special Meeting — Thursday, February 4, 2021 at 9:00 a.m.
Commissioners' Chambers, Jefferson County Courthouse

CALL TO ORDER: The members of the Joint Oversight Board (JOB)participated in
the meeting remotely. Rotating Chair Jefferson County Commissioner Greg Brotherton called the
meeting to order in the presence of City of Port Townsend Mayor/Councilmember Michelle Sandoval,
Member Amanda Funaro, Member Frank Hoffman and Member Terry Smith. Also present was
Affordable Housing Task Force Committee Facilitator Lizanne Coker, County Administrator Philip
Morley and Central Services Director Mark McCauley.
DISCUSSION re: 2021 FUNDING ALLOCATION RECOMMENDATION: County
Administrator Morley explained Recording fees collected for housing projects to serve very low-income
residents. The JOB members reviewed the Request for Proposals (RFP) Panel recommendations for
funding allocations. The RFP Panel recommendation and scoring were discussed. The Board reviewed
provider comments received. Member Funaro suggested moving all proposed funding allocations
initially meant for Fund 148, into Fund 149 to free up Fund 148 funding.
There is $215,000 funding available from Fund 149 and $60,000 funding available from Fund 148
which total $275,000 in available funds to allocate. Member Sandoval moved to approve the
recommended RFP suggestions from the RFP Panel, but to pull all of the funding out of Fund 149.
Member Funaro seconded the motion which carried by a unanimous vote. Below is the
recommendations approved:

DISCUSSION re: ALLOCATION OF ADDITIONAL UNALLOCATED FUNDS:
The JOB members discussed allocating $60,000 in unallocated funds. Member Funaro moved that the
remaining $60,000 be allocated from Fund 148 as follows: $6,000 to OlyCAP for the Jefferson County
Fairgrounds, and the remaining balance of$54,000 to be divided between Bayside Housing Tiny Homes
Project($27,000) for their operating costs as they see fit, and to Habitat for Humanity's Land
Development Project($27,000). Member Sandoval seconded the motion. Rotating Chair Brotherton
noted that OlyCAP's Fairgrounds project is specifically for infrastructure and capital needs. Member
Funaro and Member Sandoval agreed to include Rotating Chair Brotherton's amendment to Member
Funaro's motion to clarify the Fairgrounds project is specifically being used to fund infrastructure and
capital needs. Rotating Chair Brotherton called for a vote on the motion. The motion carried by a
unanimous vote. Below is a table of the funding allocations as approved by the JOB:

FUND 148 TOTAL: $60,000
_ PUBLIC_COMMENTS: Facilitator Coker read one comment received from the public
via email. The JOB discussed moving the Public Comments to the beginning of future meetings since
the comment read was regarding the funding allocations previously discussed.
FUTURE MEETING AGENDA ITEMS: The Board will be addressing Affordable
Housing Task Force goals, and potential RFP improvements at future meetings.
NOTICE OF ADJOURNMENT: Rotating Chair Brotherton adjourned the meeting at
10:27 a.m. until the next regular meeting or special meeting as properly noticed.
