MINUTES
Joint Oversight Board on Affordable Housing and Homeless Housing
Regular Meeting — Wednesday, February 24, 2021 at 2:00 p.m.
Commissioners' Chambers, Jefferson County Courthouse
1820 Jefferson Street, Port Townsend, WA 98368
CALL TO ORDER: The members of the Joint Oversight Board(JOB)participated in
the meeting remotely. Rotating Chair Jefferson County Commissioner Greg Brotherton called the
meeting to order in the presence of City of Port Townsend Mayor/Councilmember Michelle Sandoval,
Member Amanda Funaro, Member Frank Hoffman and Member Terry Smith. Also present was
Affordable Housing Task Force Committee Facilitator Lizanne Coker.
PUBLIC COMMENTS: There were no comments.
APPROVAL OF MINUTES: Member Hoffman moved to approve the Regular Meeting
Minutes of January 27, 2021 and Special Meeting Minutes February 4, 2021 as presented. Member
Smith seconded the motion which carried by a unanimous vote.
DISCUSSION re: AFFORDABLE HOUSING FUNDS 2020 FINANCIAL
REPORT: Facilitator Coker reviewed the 2020 report with the JOB members.
DISCUSSION re: GOALS FOR THE AFFORDABLE HOUSING TASK FORCE:
The JOB members discussed the following goals: Creating a Shelter Plan, develop a Request for
Proposals(RFP)process to implement 1590 funds,track process of the 5-Year Plan, inventory of land,
review Housing Action Plan Network(HAPN) Plan,review housing codes to propose changes, and a
coordinated entry plan.
REVIEW OF SUBCOMMITTEES: Facilitator Coker reviewed the following sub-
committees with the JOB members: Communication, Coordinated Entry Advisory Board, Code
Amendments, Land Development. Members concurred that most sub-committees will need a fresh start.
Member Funaro stated that she would like to see goals finalized prior to fixing the sub-committee lists.
Rotating Chair Brotherton read from a comment received in the online meeting chat box.
REVIEW OF JOINT OVERSIGHT BOARD MEETING SCHEDULE: Member
Smith moved to hold future JOB meetings on the 4th Wednesday of Every month starting at 2:00 p.m.
Member Hoffman seconded the motion which carried by a unanimous vote.
With the previous schedule,the Affordable Housing Task Force met on the 2°a and 4th Wednesdays of
every month at 2:00 p.m. The Task Force took action at their last meeting to only hold meetings on the
2°a Wednesday of every month, allowing the JOB to start their meetings at 2:00 p.m. on the 4th
Wednesday of every month.

FUTURE MEETING AGENDA ITEMS: The JOB members expressed desire for the
Housing Task Force to review the composition of the Task Force - at a future Task Force and JOB
meeting. At upcoming Task Force meetings, the JOB members stated they would like to discuss how to
fund the 7th and Hendricks St. Project $75,000 award recommendation, review the status of the
Coordinated Entry Advisory Board (CEAB), and Request for Proposals (RFP) strategy and
implementing 1590 funds.
NOTICE OF ADJOURNMENT: Rotating Chair Brotherton adjourned the meeting at
3:50 p.m. until the next regular meeting or special meeting as properly noticed.
