RE: 70 Spruce Drive, Port Townsend, Geotechnical Report Waiver Request –
Approval Recommendation
Mr. Mueller applied for a geotechnical report waiver during the course of a building permit
application. He plans to construct a new single-family residence. His property is mapped as an
unstable shoreline slope stability. He obtained a geotechnical report completed by Stephen
Zenovic, P.E., of Zenovic and Associates dated September 25, 2015. This report is over 5 years
old and is classified as outdated via Jefferson County Code (JCC) 18.22.550(2). The report
indicates that the mapping is inconsistent with on-site conditions and the site is stable. I have
reviewed waiver request submitted by Mr. Mueller, the available map and data and the previous
geotechnical report. Mr. Mueller will implement applicable best management practices during
construction. The parcel is flat with a total slope change of 0.78%. Based on our available data,
Mr. Mueller’s site, proposed development, and analysis from the geohazard checklist I find that
the standards for a geotechnical report waiver, under Jefferson County Code 18.22.910, have
been satisfied.
